In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The comic book adventures will engage Canadian students from grades 4-6 in curriculum-focused, space-rich science learning. The project will also provide content housed on an interactive website, developed in collaboration with the faculty of education and with members of the education community, to provide educators with hands-on activities related to space science and that will fully engage the student in mission-based experimentation while allowing the educator to monitor the progress of each individual student.

The MICAST is an international project developed by researchers from Germany (ACCESS eV, Aachen; Institute of Materials Physics in Space, DLR, Cologne), France (SIMA/ERM, Grenoble; CIRIMAT, Toulouse), Hungary (University of Miskolc), the United States (University of Arizona), and Canada (University of Victoria), and supported by a number aluminum companies (Hydro Aluminium Deutschland, ALCAN-Pechiney, INOTAL, Alcoa-Kofem Ftf, Nemak Hungary, and Aleris).
The main driving force for this project is to determine the role and control of the effect of gravity in improving the microstructure formation of aluminum alloys used in the aluminum industry.
The overall objectives of the project are to identify and control experimentally the fluid flow patterns that affect microstructure evolution during casting processes, and to develop analytical and advanced numerical simulation models for verification. The microgravity environment at the International Space Station (ISS) is of special importance to this project because it provides a platform where gravity-induced convective flows are minimized, and well- defined experimental conditions for solidification can be established to control the adverse effects of the fluid flow on the micro- and macro-structures of the solidified alloy.
