In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Accessible and effective antenatal and sexual health care for rural women and girls in Tanzania

This project aims to improve maternal and newborn health among remote and marginalized populations in Tanzania by providing access to synchronous mobile ultrasound technology. Project activities include: (1) training front-line health workers to effectively use remote ultrasound technology and identify high-risk cases for referral; (2) training front-line health workers to increase awareness of ultrasound benefits and safety through counselling and routine services; (3) promoting antenatal care services in target communities and countering socio-cultural and gender beliefs preventing care seeking; (4) training and mentoring health managers to plan, monitor, manage and evaluate gender-responsive antenatal care and sexual and reproductive health service delivery; and (5) collecting data on remote antenatal care activities to contribute to evidence-based policy improvements.
Canadian Physicians for Aid and Relief implements this project, in collaboration with local partners. This includes Upendo na Matumaini (UMATU), Tanzania’s ministry of health, regional and district medical offices and the Association of Gynecologists and Obstetricians of Tanzania.

Building the Capacity of Enchanté: a network of 2SLGBTQ+ centres of Canada

This 31-month project will address organizational capacity needs of The Enchanté Network to support its incorporation and expansion from coast to coast; strengthen its governance, develop and implement a communication strategy; work on partnership development; organize its funding national general meeting; and provide micro-grants to support the capacity building of LGBTQ2 centres and establishment of other centres across the country.
The additional funding of $700,000 will allow for the continued expansion of the organization by further strengthening its communication practices; mobilizing and disseminating knowledge on its member’s capacity, as well as providing them with micro-granting and supports services; and fostering the networking and collaboration between LGBTQ2 service centres. The organization will also join forces with Fierté Canada Pride and 2 Spirits in Motion Foundation to development joint policies, procedures and capacity-building programming, thereby strengthening the infrastructure of LGBTQ2 organizations across the country.

A How-to Guide for Making Employment Services More Inclusive of Sexual and Gender Diversity

Through this 28-month project, the Conseil québécois LGBT will address 2SLGBTQI+ communities’ needs and barriers to equality, and it will work to permanently remove barriers to employment for trans and non-binary people and for 2SLGBTQIA+ people more broadly. To achieve this, the organization will conduct a needs analysis and collect data, produce a recommendation guide promoting the development of inclusive practices for employment assistance services, develop interactive training for professionals supporting job seekers that educates and equips staff to serve 2SLGBTQIA+ people, and finally, support organizations that provide employment services in implementing lasting practices for inclusion.
