In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Active residents for a better health
The planned project is to expand the pedestrian sidewalk on Sunset Drive. The installation of 422 m (.5km) of concrete sidewalk will be added to extend the sidewalk starting at 64 Sunset Drive up to 128 Sunset Drive. The installation of 422 meters of concrete sidewalk, rebars and wired mesh where necessary will be required. The lighting component will be excluded. The objective of the project is to provide increased access to a safe walking area on Sunset Drive which is a main road to access major institutions and local businesses such as a convenience store, garage, Access PEI, postal and financial services, childcare facilities and the local Royal Canadian Legion. The road is extremely busy during the year and a pedestrian sidewalk will allow residents and visitors to use the sidewalk for exercise, family physical activity and increased circulation for pedestrian and bicycles.

Hiawatha First Nations Senior Development Shoreline Restoration
This Project is intended to restore approximately 3.2 km of Rice Lake shoreline by using riparian buffers and planting native species to reduce further shoreline erosion, protect wildlife, as well as habitat for wild rice. In addition, 2 walkways spanning approximately 3.2 KM using permeable land cover, a pier, 2 benches and both the medicine and vegetable garden will increase access to nature.
