In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Digitization and distribution of the Le Nouvelliste fonds photographic archives

The objective of the project is to showcase and preserve 30,000 photographic negatives from newspaper Le Nouvelliste’s fonds. The goal is also to make these archives known and accessible to all Canadians. The project aims to digitize 30,000 documents in TIFF format, the content of which will be described in accordance with the Rules for Archival Description (RAD).

Increasing access to the Colchester Historeum's school records, part II

This project aims to facilitate improved access to a significant collection in the Historeum’s archival holdings. The collection consists of 44 meters of school registers from 139 schools in Colchester County and spans 118 years from 1868-1986. Approximately two thirds of the records have yet to be rehoused and digitized to ensure the long-term preservation of vital information.

Street photography in Montreal

Drawn from the Museum’s collection, it will present a series of works by more than 20 photographers who have demonstrated a deep commitment to depicting the various dimensions of the street: as a space to protest, a commercial ground, an expression of the urban fabric, a site of performance, a place for expressing identity, and more.

Healing Journeys: On-the-Land Wellness Camps for Tahltan Families

The initiative, "Healing Journeys," will provide comprehensive support to families of missing and murdered Indigenous people through a holistic framework that honors Indigenous wisdom. They will hold a week-long on-the-land wellness camps that integrate Indigenous ceremonies such as prayer, pipe ceremonies, and potlatches, representing the spiritual aspect of healing. The camps will also feature community workshops addressing mental, physical, and emotional well-being. The project prioritizes the revitalization of cultural practices and traditions as a means of collective healing and resilience-building. The funding from the Victims Fund will be strategically allocated to support Indigenous-centered activities, including the organization of wellness camps, provision of traditional healing services, and cultural revitalization efforts. The initiative is committed to centering Indigenous voices and perspectives in the healing process, empowering families to reclaim their cultural heritage and agency in seeking justice and healing.
