In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project entitled "" Satellite Ocean Colour Radiometry: International Coordination "" has the objectives to support the operations of the International Ocean Colour Coordination Committee (OCCG) Project Office, Including training initiatives, international science meetings and publishing scientific reports, and to promote and enhance the demand for EO data products in Canada. This project will promote the flow of information from the international ocean colour community to Canadian scientists, facilitating collaboration and providing training opportunities, thus helping to develop ocean-colour expertise and capacity within Canada. The activities of the IOCCG, through liaison with CEOS, Will also help to ensure that Canadian Stakeholders receive an uninterrupted stream of high quality, well-calibrated, satellite ocean color data for monitoring Canada's coastal oceans and freshwater lakes.

This project entitled IGARSS 2014 (International Geoscience & Remote Sensing Symposium) and 35th Canadian Symposium of Remote Sensing was submitted under the ""Research"" component of the overall program of grants and contributions. This project responds to CSA priorities concerning Earth Observation offering networking opportunities in Canada with renowned international researchers, representatives of other space agencies (NASA and JAXA) and the participation of numerous researchers and Canadian students in geosciences, remote sensing and geomatics. The event offers opportunity for the Canadian university and private sector representatives to show their expertise and to develop new research opportunities or markets with international actors.

This project is linked to ship detection. Although dark ships do not transmit Automatic Identification System (AIS), they can still be detected by satellites. However, precious time is wasted between the time of acquiring an image and establishing a correlation between the dark ship and the radar image captured. This project will evaluate how radar and optical images can be combined to detect and track dark ships more rapidly.

This project will integrate the use of radar data at an active open mine site to monitor soil displacement. The objective is to generate rapid delivery products for operational decision making. Products will be verified against traditional long-term radar products and evaluated by end-users.
