In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

One of the biggest challenges to delivering timely humanitarian assistance is the ability to rapidly deploy experienced humanitarian experts in the aftermath of a disaster. To address this challenge and to enhance the timeliness, reliability and effectiveness of international humanitarian responses to crisis, CANADEM maintains a roster of highly qualified disaster relief and humanitarian experts. These experts can be deployed for short-term missions in response to sudden onset emergencies at the request of United Nations humanitarian agencies.

With GAC’s support, CANADEM manages the deployment of Canadian and international humanitarian experts in response to sudden-onset crises abroad. Project activities include: (1) managing and expanding the humanitarian experts roster, including ongoing recruitment and skills development of humanitarian experts; and (2) facilitating the short-term deployment of humanitarian experts to UN humanitarian agencies following sudden-onset crises, including in the areas of needs assessment and coordination, child protection, water and sanitation, health and nutrition, and information management.

This grant represents Canada’s long-term institutional support to the United Nations Educational, Scientific and Cultural Organization (UNESCO) Global Education Monitoring Report (GEM Report). The initiative contributes to the United Nations’ Sustainable Development Goal 4 (SDG4), which aims to achieve inclusive and equitable quality education and to promote lifelong learning opportunities for all. Achieving the SDG4 on education requires sound evidence and analysis to support policymaking, facilitate the sharing of good practices, and hold those responsible to account for fulfilling their commitment. The GEMR serves this purpose as the global public good.

The GEM Report, established in 2002, is an editorially independent report, hosted and published by UNESCO. The GEM Report’s mandate is to monitor and report on (1) progress on education in the Sustainable Development Goals (SDGs) concerning the SDG 4 monitoring framework and (2) the implementation of national and international strategies to help hold all relevant partners to account for their commitments, as part of the overall SDG follow-up and review process.

The GEM Report provides analyses on different regions focusing on specific issues such as gender, education in conflict situations, migration, and skills for youth, which permits a comparison between education systems at a global scale. The GEM Report also serves as a basis for evidence-based advocacy to promote progress toward achieving the education targets set out in SDG4. This is done by acting as a convener, and brokering dialogue on education issues with policymakers, academics, education stakeholders, and young people, to effect policy changes.

On-Orbit Demonstration of Grating Spectrometer Technology for Satellite-Based Methane Monitoring

GHGSat’s current satellites are equipped with a wide-angle Fabry-Pérot (WAF-P) imaging spectrometer that measures the vertical column abundances of anthropogenic methane. The purpose of the project is the on-orbit demonstration of a next generation grating spectrometer.

The objective being sought is to achieve a major improvement in the methane detection threshold compared to the WAF-P spectrometer. The proposed demonstration contributes to Canada’s National Strategy for the 2030 Agenda for Sustainable Development.
