In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Sexual Consent and Gender Stereotypes Among Quebec Youth

Through this 28-month project, the Université du Québec à Montréal, via the Chaire de recherche sur les violences sexistes et sexuelles en milieu d’enseignement supérieur (research chair on gender-based and sexual violence in higher education), will conduct research that will help improve gender-based violence services for at-risk groups. The project will address issues surrounding attitudes and behaviours on sexual consent, conformity to gender stereotypes, and sexual victimization of young Quebecers. To achieve this goal, the project will include a literature review and scientific monitoring, data collection through an online survey and individual interviews, engaging key partners in analyzing the results and formulating recommendations, producing dissemination tools, and carrying out knowledge mobilization activities to inform others of the research findings. These activities will be carried out through sharing the total project costs, with 50% of the funding provided by Women and Gender Equality Canada and 50% provided by the Université du Québec à Montréal.

Creating a HIV∕STBBI Hub for Black, Indigenous, Racialized and Marginalized 2SLGBTQI+ Communities

Through this 28-month project, the Toronto People With AIDS Foundation, in collaboration with partners, will build their capacity by creating a community HIV/STBBI Hub to advance the health and social equality of Black, Indigenous, racialized and other marginalized 2SLGBTQI+ community members living with or at risk of HIV∕AIDS and other STBBIs in Toronto. This project will address the intersectionalities of race, sexual orientation, immigration status, gender and other lived identities that make these communities more vulnerable to racism, stigma and discrimination; STBBI acquisition; poorer physical and mental health outcomes; homelessness and poverty, among others. The project will include the coordination of a Community Advisory Committee, development and implementation of Hub Operational Model and Operating Agreements, development and coordination of community-driven evaluation plan, and integration of fundraising and other back-office functions across the Hub partners. The project's success will be evaluated through feedback from the Community Advisory Committee and Hub partners, and regular reviews of organizational capacity and strategic goals.
