In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Guide and regulatory tools to promote active mobility in Lotbinière MRC
The project will develop a toolkit to facilitate the drafting of by-laws that promote active mobility. For the development of this toolkit, the work team will have the expertise of an advisory committee made up of urban planning and development experts to ensure scientific and regulatory compliance, and the input of a working group made up of municipal professionals to identify requirements for urban planning tools. At the end of the project, the toolkit will be published and disseminated with the help of partners in the field and a knowledge mobilization event (symposium, forum, speakers to be determined). The toolkit will be available to municipalities and will include, but not be limited to, the following:
•A guide to drafting by-laws that promote good land use and urban planning practices that support active mobility
•A full range of by-laws that implement the guide for a fictitious municipality, with the goal of providing a model for existing municipalities
This will include by-laws on planning, subdivision, zoning, architectural implementation and integration plans, construction and comprehensive development plans. Some of the by-laws, such as the urban development plan, will be partial in order to avoid writing content that is mandatory under the Act respecting land use planning and development but not relevant to the project.
