In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Plan for bicycle parking areas and “bicibornes” for the City of Gatineau
"In a future capital project, MOBI-O and the City of Gatineau want to install bicycle parking facilities and bicycle repair stations (“bicibornes”) within the municipality.
The first component of the project is to lay the groundwork for a capital project; it focuses on identifying locations for bicycle parking areas and bicibornes through a planning project. The ultimate goal is to provide cycling facilities that meet users’ needs and boost cycling for commuting and recreation.
Bicycle parking and repair facilities in Gatineau are insufficient to meet current demand. According to several studies (https://cylantro.eu/blog/statistiques-vol-velo), bicycle theft is the number-one concern that deters people from cycling. Hence, the lack of bicycle parking in Gatineau is an obstacle to the growth of cycling and discourages people from using this mode of travel because they are afraid their bike will be stolen.
To address this problem, MOBI-O rolled out its first bicycle parking plan in 2021 on rue Principale, a non-residential street in Gatineau, as a pilot project (see document attached to the application). In view of the project’s success, the City of Gatineau wants to extend the plan to cover the entire municipality.
Like parking areas, bicycle repair facilities are also inadequate. There are currently a very small number of bicibornes scattered across Gatineau, which has a population of about 285,000. Specifically, only six repair stations are available in the city’s entire 300 km bicycle path network. Deployment of the “À l'école à pied ou à vélo, Je suis capable !” [I can walk or bike to school] active transportation promotion campaign for the schools of the Hauts-Bois School Service Cen
"The “À l'école à pied ou à vélo, Je suis capable !” campaign promotes active transportation for elementary school students aged 5 to 12. The campaign encourages active travel (walking, biking, scootering, etc.) for elementary school students commuting to and from school through education, awareness and promotional activities.
Campaign goals:
1. Support the deployment a campaign with proven benefits for active transportation safety and healthy lifestyles for elementary school students
2. Demonstrate a commitment to the community, especially to the younger generation, and promote the values of sustainable development, safety and healthy lifestyles
3. Increase active transportation’s modal share for elementary school students"

School transportation plans for five elementary schools and one secondary school of the Hauts-Bois-de-l’Outaouais School Services Centre
The proposed project will lead to the development of six school travel plans (STPs) for the Hauts-Bois School Service Centre. The schools involved are École secondaire Sieur-de-Coulonge (Mansfield) and five elementary schools: Poupore (Fort-Coulonge), L’Envolée (Campbell’s Bay), Notre-Dame du Sacré-Coeur (Chapeau), Sainte-Anne (Grand Calumet Island) and Sainte-Marie (Otter Lake). Three appendices are attached to this funding application: a work plan, a recent sample STP, and a file outlining MOBI-O’s approach and expertise for the proposed planning project. Note: The work plan is spread over an eight-month period, but not all STPs will be completed at the same time; they will be staged over a total of two years.

The Municipality of Chelsea wants to hire MOBI-O, the Centre de gestion des déplacements de l’Outaouais, to develop a local transportation plan (LTP) for the area around Scott Street. The project will develop active transportation by improving, modifying or adding infrastructure and equipment for the safety, continuity and promotion of active transportation through various possible recommendations: adding signage, modifying vehicular and shared infrastructure, introducing measures to reduce speeding and by-law non-compliance, etc.

School travel plans for two elementary schools of the Coeur-des-Vallées School Service Centre
"The proposed project will lead to the development of two school travel plans (STPs) for elementary schools of the Coeur-des-Vallées School Service Centre: École Saint-Michel (Montebello) and École Adrien-Guillaume (Chénéville), both in the Outaouais region.
Through the development of STPs, the proposed planning project will ensure safe active transportation and encourage a modal shift toward active mobility. The STPs will have three secondary objectives:
- Identify measures needed to make walking and biking to school safer
- Suggest ways to maintain and encourage the use of active transportation by students
- Initiate a concerted effort to encourage the deployment of facilities and measures that enhance the safety of students commuting to school"
