In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 28-month project, the Centre de solidarité lesbienne (CSL) will
strengthen the capacity and networks of 2SLGBTQI+ community organizations to

for people at the intersections of multiple forms of oppression, particularly racialized,
immigrant, disabled, and gender-diverse LGBTQI+ women and other people. The
CSL will also seek to better support the response team who works with these
communities on a daily basis. The project will include an overhaul of internal policies
and procedures, activities to support the response team, and strategic planning that
reflects the diversity of LGBTQI+ people.

Through this 28-month project, the Fondation Émergence Inc. Will strengthen the capacity and networks of 2SLGBTQI+ community organizations to advance 2SLGBTQI+ equality. The organization will build its capacity to promote progress on equality and inclusion for 2SLGBTQI+ people in Canada, with a particular focus on the workplace. The project will enable the Fondation Émergence Inc. To improve the effectiveness of its governance, generating a new human resources plan, and it will improve the organization’s financial management. Through the project, the Fondation will be able to expand its current network of partners to include as many companies as possible in all of Canada’s provinces. Once the network is activated, the Fondation will equip and train member companies, enabling the organization to meet the significant and growing demand with regard to the needs and challenges Canadian companies face on 2SLGBTQI+ inclusion.

The additional funds will enable Fondation Émergence Inc. To strengthen its capacity to manage human resources, and to offer and maintain its training and awareness services to promote the inclusion of 2ELGBTQI+ communities. To this end, the Fondation will put in place a structured network of trainers equipped to meet demand and offer demand and offer quality services.

Through this 21-month project, Nelson Pride Society will build capacity in West Kootenay 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. The project will help provide a clear structure and processes, and offer training to further understanding within Nelson Pride Society and its network. Nelson Pride will benefit from a defined direction and growth plan for increasing internal capacity to provide more opportunities for the community, which will lessen the burden on queer organizers who have traditionally funded events, taken on liability, and provided services without compensation. The project will aim to instill consistency and formal accountability which will help to build trust and communication lines for the long-term sustainability of Pride in the Kootenays. The project will include organizational learning, collaboration and cross-organizational learning, and strategic plan development.

Through this 28-month project, the National Family and Survivors Circle Inc. (NFSC) will increase its ability to prevent and address Gender-Based Violence (GBV) against Indigenous Women and Girls (IWG), and 2SLGBTQI+ people and advocate for the implementation of the 231 Calls for Justice from the National Inquiry on MMIWG Final Report, the National Action Plan on MMIWG and 2SLGBTQI+ People, and the Federal Pathway. This will be achieved through four project components: the development, implementation, and piloting of their foundational documents, including a strategic plan; the expansion of partnerships, networks, and collaboration on advocacy initiatives to prevent GBV; the development and implementation of an advocacy strategy to contribute to creating transformative change; and the creation of a platform to elevate voices and perspectives of IWG2SLGBTQI+, survivors of gender- and race-based violence, and impacted families of MMIWG2S+.

This project will allow for the NFSC to strengthen their organizational capacity as a newly established national Indigenous organization, and to include the voices of IWG 2SLGBTQI+ in their foundational organizational structure, processes, and strategic plan. It will also allow the organization to increase its diversity, connect with targeted populations and build partnerships for collaboration on advocacy activities. A national engagement and survey will be conducted to development a platform to include the voices and perspectives of IWG 2SLGBTQI+, survivors of gender- and race-based violence, and impacted families of MMIWG2S+, as a central component of the ongoing evidence base which is critical to informing partnership-building, developing an advocacy strategy, and preparing NFSC for participation in program, policy, and legislative consultations.

Through this 28-month project, the Centre Interligne Inc. will strengthen its internal capacity to promote its resource. The project will include several stages to help consolidate and expand the organization’s reputation across the country, especially among Francophone minority communities. Project activities will help improve strategic planning to remain in line with the needs of 2SLGBTQI+ communities, enhance team management and human resources practices, continue philanthropic development, and diversify revenue streams to maintain the quality of services. Lastly, the Centre Interligne Inc. will work to develop new pan-Canadian partnerships by promoting its bilingual support and awareness services.

The additional funds will enable Centre Interligne Inc. to strengthen its human resources management capacities by implementing or improving various human resources management mechanisms, as well as processes and reference documents for welcoming, training and transferring knowledge to new employees.

Systemic Change Across Yukon through Yukon Women’s Coalition

Description:

Through this 16-month project, Yukon Women’s Coalition (YWC) will increase its ability to prevent and address gender-based violence against Indigenous women, girls, and 2SLGBTQIA+ people with a focus on advancing equity and safety for women and gender diverse people across Yukon.

This will be achieved through the implementation of a 2023-2025 strategic plan focused on review of internal governance structure and processes; needs assessment through environmental scanning; the establishment of a communications plan and online presence including engagement with First Nations and broader communities; and bolstering YWC’s leadership in the anti-violence sector through involvement in Together for Safety group, which works to improve regional responses to gender-based violence in partnership with the Whitehorse RCMP and other service organizations.

By the end of the project, YWC will have strengthened their capacity, resulting in stronger partnerships across organizations across Yukon to increase leadership capacity across all diversely connected sectors in their membership and prevent and address GBV against Indigenous women, girls, and 2SLGBTQIA+ communities.
