About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

October 2023 – Afghanistan is facing overlapping unforeseen challenges which have exacerbated humanitarian needs. Between 7 and 15 October, Herat Province in Afghanistan was struck by four 6.3 magnitude earthquakes, resulting in nearly 1,500 fatalities and exacerbating high levels of pre-existing humanitarian needs in the region. Nearly 43,400 people were directly affected by the earthquakes, with Injil and Zinjadin districts worst affected. In addition, a sharp increase in Afghan returnees at the outset of the lean winter season is further adding to the multiple layers of vulnerabilities in affected communities.

With GAC’s support, the World Food Programme (WFP) is providing lifesaving food assistance to earthquake-affected people in Afghanistan. Project activities include: (1) providing emergency food assistance for vulnerable Afghans, including women and girls; and (2) providing logistics support, including transportation, for the broader United Nations humanitarian response.

Project activities include: (1) providing young people (ages 10 to 24) outside formal schooling with opportunities for training, skill development, mentorship, and additional education; (2) creating connections between young people and quality work opportunities; (3) facilitating an entrepreneurial mindset and entrepreneurial skills in young people through training and access to finance and networks; (4) supporting young people to participate as agents of change in youth-led campaigns, volunteer opportunities, civic engagement and social impact programs; (5) connecting schools, communities and young people to the Internet; and (6) scaling access to open-source software and digital public goods.
