In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Beyond Survival: Queered Culturally Relevant Community Health Interventions, Tangible Organizational Sustainability

Through this 26-month project, The Lesbian Gay Bisexual Youth Project Society will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will enact viable sustainability measures relating to administrative reform, financial sustainability, and leadership empowerment to maintain organizational health and to enhance its scope. The project will also conduct a scan of available resources relating to sexual/gender justice through a queered GBV lens and develop resources related to housing security, consent/bodily autonomy, and youth peer support, which will be disseminated to key stakeholders.

Through this 9-month project, the Zetna Collective will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will conduct research and analysis to identify community needs and gaps in existing programs and services for the African, Canadian, and Black queer and transgender community. The project will include conducting a needs assessment through a summit, creating a final report and incorporating as a non-for-profit organization.

Intersecting Futures Lab- Pilot Project

Through this 12-month project, Intersecting Futures Lab will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. The project will begin by building its own organizational capacity to become a legally constituted not-for-profit organization, recruiting members to its Board of Directors, engaging stakeholders, and determining its revenue needs. It will also address identified discrepancies between the economic success and labour attachment of 2SLGBTQI+ self-identified people and their cisgender and heterosexual counterparts through reimagining financial literacy, work-readiness, and entrepreneurship supports through uniquely queer lenses. The project will include the audit, creation, and pilot of culturally relevant resources, establishing a 2SLGBTQI+ youth network, recruitment and skilling of said youth network and 2SLGBTQI+ adult mentors, and incubation of change-making projects by youth cohorts.
