In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

As a result of Azerbaijan’s military operation in the Nagorno-Karabakh (NK) region over 100,000 ethnic Armenians have fled into Armenia. Those arriving in Armenia had been living under an Azerbaijanian-initiated blockade inside NK since December 2022, leaving many in need of emergency humanitarian assistance, including food, healthcare, and psychosocial support. With winter arriving soon, finding suitable shelter for new arrivals remains a priority. In addition, the speed of the exodus saw many arrive in Armenia without basic essential supplies.?
In response, UNHCR launched an inter-agency Emergency Refugee Response Plan (RRP), requesting USD 97 million (approximately CAD 126 million) to respond to the needs of 101,000 refugees and 95,000 members of host communities in Armenia for six months.?

To promptly and effectively respond to this crisis, Global Affairs Canada is providing $1 million of humanitarian assistance to the United Nations High Commissioner for Refugees (UNHCR) to provide protection services, shelter assistance and essential non-food items to vulnerable populations affected by the crisis.?UNHCR is the proposed partner based on its expertise in providing international protection assistance to displaced populations and its lead role in coordinating the response in collaboration with the Government of Armenia.

Project activities include: (1) providing shelter, clothing and other essential non-food items; (2) providing protection services (including against sexual and gender-based violence and child protection), working to register asylum seekers and refugees, and helping to issue identity documents; and (3) providing cash assistance and promoting livelihoods opportunities.
