In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Building capacity at the Pride Centre of Edmonton: Operationalizing growth and sustainability with 2SLGBTQIA+ people

Through this 29-month project, The Pride Centre of Edmonton (TPCE) will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. By adopting anti-oppressive and anti-racist employment practices, fiscal planning, and implementing recommended strategies for operational development, it will ensure the organization’s growth and sustainability on the overall operating structure. The project will include an environmental scan, needs assessment, the development of an operational and action plan, an evaluation and risk framework to build and strengthen the GLBTPCE’s operational capacity to help them meet the growing needs of the 2SLGBTQI+ community in Alberta.

Consent-based curriculum: empowering educators and peers to reduce GBV experienced by 2SLGBTQI youth in NL

Through this 20-month project, Egale Canada, Planned Parenthood NL Sexual Health Centre (PPNLSHC), and Mokami Status of Women Council will conduct research that will help improve GBV services for at-risk groups of 2SLGBTQI+ youth in Newfoundland and Labrador. Exacerbated by geographic isolation, lack of access to resources and supports, and layered oppressions like homophobia, biphobia, and transphobia, youth in this area experience more GBV than the national average. To improve services, research suggests increasing GBV education for youth and educators, as well as reducing the barriers to GBV education. First, they will utilize a mixed methodology to better understand the opportunities and barriers for healthy relationships from the perspectives of decision-makers, teachers, and 2SLGBTQI+ youth. Second, they will explore what role PPNLSHC, Egale, and Mokami Status of Women Council can play to increase decision-maker buy-in, teacher upskilling, and information comprehension by 2SLGBTQI+ youth. To do so, the project will include participatory action research (PAR) with 10 participant co-researchers (youth and educators) co-developing PAR activities, and social network analysis with 10 focus groups (60 participants). They will share information on the research findings through knowledge products, such as a report and educational tools, as well as open-access publication, and conference presentation.

Investing in the Capacity of the Enchanté Network, Canada's Largest Network of 2SLGBTQI+ Organizations

Through this 28-month project, The Enchanté Network will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will address the Enchanté Network’s capacity to be financially sustainable by developing a sustainability plan, assessing current funding sources and identifying potential new funding sources. The Enchanté Network will model best practices through the development of staff skills and knowledge in government relations and advocacy. The organization will leverage the Enchanté Network’s over 200-member organization Network to drive systemic change by establishing a Rainbow Budget Coalition and advancing public policy recommendations relevant to 2SLGBTQI+ communities. The project will also develop a government relations strategy public policy engagement plan, the key activities will be evaluated and measured through an impact framework.

Pay Equity is Coming to Town

This 29-month project will help improve women’s economic security and prosperity by supporting the adoption of pay equity policies and practices in New Brunswick municipalities. More specifically, the New Brunswick Coalition for Pay Equity will analyze the systemic and structural barriers women face in women-dominated jobs in connection with local governance reform, as well as municipal pay structures and systems. The organization will then develop a guide and provide training on pay equity at the municipal level. Finally, the project will raise awareness among and engage members and the public to join in the dialogue on municipal pay equity policies.
The project will draw on existing expertise at the provincial level to develop an appropriate approach and tools. It will engage community organizations and unions to promote and disseminate the resources developed

Improving Shelter Experience for Indigenous Women

Through this 24-month project, Circling Buffalo Inc. will conduct research in partnership with RESOLVE Manitoba that will help improve GBV services for Indigenous women. The research seeks to identify and address the challenges that Indigenous women face when accessing women’s shelters across the Province of Manitoba. To do so, the project aims to conduct a literature review of grey and academic literature and interview Indigenous survivors and Indigenous and non-Indigenous-identifying service providers. Circling Buffalo Inc. in partnership with RESOLVE will prepare a final report,briefs, and a story map to share information on the research findings.

Giving Voice to Non-State Torture

Through this 17-month project, the London Abused Women’s Centre (LAWC) will scale Journey to Justice, a human trafficking survivor engagement model, and implement supports for survivors of Non-State Torture in seeking justice, and in adapting relevant training for staff and service providers to contribute to preventing and addressing human trafficking. It will address the need for increased support and recognize the specific needs of women who have experienced Non-State Torture (NST).
To do so, the project will 1) scale the survivor engagement in developing and implementing training for those who are survivors of NST through the creation of a Survivors Advisory Committee; 2) adapt the Journey to Justice guide to address the specific needs and perspectives of survivors of NST; 3) scale and offer supports to NST survivors of sex-trafficking, and/or those at risk, to seek justice, as defined by the survivors; 4) provide training to staff and service providers on specific supports for NST survivors of sex-trafficking and/or those at risk. An external evaluator will measure and assess the impact of the promising practice.
LAWC will share the adapted Journey to Justice guide on the LAWC webpage and social media accounts. LAWC will distribute the guide to regional networks of service providers within London and the neighbouring Middlesex, Elgin and Oxford Counties to share information on the promising practice with others so that they may replicate it or expand upon it.

The project will include developing and expanding strategic partnerships that increase efficiency and effectiveness, creating and implementing financial development, knowledge mobilization and partnership plans, reviewing and improving internal processes, and building regular opportunities for learning and growth.

Mapping impacts of intersecting identities on GBV survivors’ experiences with the legal system

Through this 29-month project, The Provincial Association of Transition Houses and Services of Saskatchewan (PATHS) will conduct research that will help improve GBV services for at-risk groups. By using participatory feminist research methods, PATHS will map the impacts of intersecting barriers for survivors of GBV in their interactions with the legal system and provide recommendations for improvements. To do so, this project will employ qualitative and quantitative research methodology, including a survey, focus groups and one on one interviews with GBV survivors who have experienced the legal system. PATHS will produce knowledge products such as infographics and an in-depth report that will be shared widely throughout PATHS’ networks and to government policy makers. PATHS will also share research findings through a webinar and conference presentations. The results of this research project will be utilized to inform the work of PATHS member agencies, other GBV services, legal services, and PATHS’ advocacy efforts.

Understanding Gender-Based Violence for Rurally-Located Queer and Gender-Diverse Youth: Youth-Led Research To Improve GBV Services.

Through this 29-month project, TransCare+ will conduct research that will help improve GBV services for at-risk groups. It will address: the gaps in knowledge regarding the unique experiences and needs of rurally located queer and gender diverse (RLQGD) folks, in particular RLQGD youth; the need for community-generated public education, youth and family education, and service provider education while considering the intersectionality context such as dis∕ability, race, religion, Indigeneity, and socioeconomic status; the barriers faced by QGD folks who are disproportionately impacted by GBV, experience distinct forms of GBV, and often face additional barriers when reaching out for support related to GBV.
To do so, the project will include the following activities: A) Establish Project Governance, B) Conduct Comprehensive Baseline Data Collection, C) Establish Research Framework and Methodology, D) Engage RLQGD Youth, Secondary Survivors, and GBV Service Providers in Community-Based Research, E) Perform Creative Knowledge Translation and Mobilization, and F) Conduct Monitoring and Evaluation.
TransCare+ will: 1) Develop a public-facing executive summary of the project's plan for engaging in community-based research that includes the findings from the comprehensive baseline data collection, 2) Synthesize research findings into accessible graphics, visual fact sheets, and educational social media posts/videos for wider distribution, 3) Develop and deliver a youth-led recommendations-for-practice document that includes an analysis of research findings and action steps, 4) Create an e-learning module based on research findings for each of the groups: RLQGD youth/survivors, secondary survivors & GBV service providers, 5) Work with the youth community outreach and research facilitators to engage RLQGD youth in knowledge-sharing, and 6) Host a virtual knowledge-sharing symposium for rurally located GBV service providers, to share information on the research findings.

It will address the need to increase organizational communications capacity and increase organizational capacity to advocate for 2SLGTBQ+ youth in Ontario. The project will include the creation of a media and communications strategic plan, the implementation and assessment of communications campaigns, and the creation of an advocacy strategy.
