In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Education for Jordan's Prosperity II

The Education for Jordan Prosperity - Phase II (E4JP-2) project aims to further support Jordan, enabling access to quality education for all while strengthening its education systems. This project benefits approximately 1.6 million children across the country’s 4,060 schools, including 152,000 refugee children. Specifically, the E4JP-2 aims to build upon the education sector strengthening work of the E4JP phase l ($75M, 2017/18-2023). Project activities include: (1) consolidating development gains and results over the life of the programme, (2) targeting final capacity building for the Ministry of Education (MoE) in preparation for complete programme handover by 2026, and (3) expanding the programme to include on-budget support to the MoE, helping to meet its refugee student-related costs.

Advancing gender equality, resilience, opportunity and inclusion worldwide (GROW) Facility

The Advancing Gender Equality, Resilience, Opportunity, and Inclusion Worldwide (GROW) Facility aims to improve women’s livelihoods in developing countries by shifting corporate practices and creating economic opportunities for women. It seeks to achieve gender equality results by providing financial support and advisory services to help businesses improve gender equality through their core functions. This includes employing people, delivering goods and services, and allocating capital. The Facility aims to offer loans and other financial tools to support companies with growth strategies aligned with gender equality goals. This includes promoting women’s leadership or boosting women’s employment in under-represented sectors. Through advisory services, the Facility supports companies in adopting and implementing policies and operational practices that improve the lives of women in all their diversity.
The GROW Facility aims to support women’s leadership and inclusion in 5 priority areas: (1) accelerating access to finance for women and women-led businesses, (2) making supply chains inclusive; (3) removing barriers to employment and leadership; (4) bridging the digital divide; and (5) accelerating inclusive and gender-smart climate action.

The project aims to contribute to strengthened self-determination by Inuit by strengthening ICC positions on issues relevant to Inuit;
increasing ICC’s ability to engage in international decision-making by Inuit; and increasing Arctic forum participants’ understanding of issues facing Inuit.
To do so, the project conducts research on issues relevant to Inuit priorities, promotes engagement opportunities at all levels of government to Inuit and Inuit rights holding organizations, and launches Arctic advocacy campaigns on issues such as human rights and environment and climate change.

Project activities include: (1) conducting non-technical survey and subsequent manual clearance in targeted communities; (2) providing capacity building to key national stakeholders; and (3) establishing a Gender and Diversity Working Group to promote gender-transformative mine action in Ukraine.

EmpowHER: Ensuring Inclusive SRHR Delivery for Women, Girls and Marginalised Communities

Millions of people around the world still lack access to high quality sexual and reproductive health (SRH) services. This project aims to improve the comprehensive sexual and reproductive health and rights (SRHR) of marginalised and underserved groups, particularly young women and adolescent girls in all their diversity in sub-Saharan Africa, Latin America and South Asia. The project provides services, training, and technical assistance in order to address harmful social norms and practices which will allow all people to make choices about their bodies and their lives.
Project activities include: (1) health workers trained and mentored to provide quality SRH services; (2) technical assistance on youth-centred programming and comprehensive sexuality education (CSE) provided by CSE Centres of Excellence based in Colombia, Ghana and Togo (3) Federation members’ supported with advocacy tools, and safety and security plans to engage with intergovernmental advocacy on SRHR, safe abortion, CSE and gender equality.

This project aims to support selected member states of the Asia Pacific Group on Money Laundering (APG) in adopting and enhancing risk-based policies, laws and regulations to address money laundering and terrorist financing. Project activities include: (1) conducting legislative and regulatory review for the purposes of National Risk Assessments; (2) delivering supervisory and investigative tools and operation manuals; and (3) facilitating workshops, training and mentoring, including to law enforcement agencies, tailored to countries’ specific needs. The World Bank implements this project.
