Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Brock Trail improvements
The scope of the project includes work on two segments of the Brock Trail totaling approximately 1 km, and will involve a trail extension, trail reconstruction, benches, signage, solar lighting, and waste disposal receptacles. A new bridge and a replacement bridge will also be completed to connect sections of the trail, but are not a part of the eligible project. The first segment is located between Brock and Perth Streets, will remove the existing asphalt and reconstruct the trail with 3m wide asphalt surface to allow safe travel in both directions for both pedestrians and cyclists, and mobility devices on the trail. The project also includes the addition of solar lights, benches, refuse disposal units and wayfinding signage. The Central Avenue segment includes the redesign of the Brock trail section providing new connections to Central Ave. and Front Ave. This will shift the trail to the east side of Buell's Creek to allow for a widening and regrading of these sections and shifting the trail away from the existing City parking lot so that the trail users are no longer sharing the roadway with cars at the trail entrance. The scope also includes installing benches and wayfinding signage. A new bridge will also be installed to add a crossing over Buell's Creek south of Central Avenue, and a bridge replacement of the existing bridge north of Front Avenue, however, these bridges are not part of the eligible project.

When the trail is completed the Town of Regina Beach is prepared to clean it for the winter months so the students and residents can use it throughout the winter month creating a year-round usable space.

Active Transportation Pedestrian Bridge and Light Crossings for St. Andrews, MB
"Install a pedestrian bridge and pedestrian light crossings for our newly installed trail system.
The RM of St. Andrews has ambitious plans and is currently developing an Active Transportation corridor along Manitoba Provincial Trunk Highway 9 (PT-9). Trail installation started in fall of 2020 and continued in spring 2021 by installing 4 kms of trail from St. Andrews Road heading south to Hwy #27 on the east side of the highway. An additional 4 kms of trail are being installed this spring from St. Andrews Road heading north to Lower Fort Garry Historic site.
Another 1.5 kms of trail is planned to be installed in 2023 which will be installed on the west side of the highway from Hwy #27 to Parks Creek which would then put us at the border of West St. Paul, but with the creek in between. West St. Paul is committed to bring their trail system the remainder of the way to the creek on their side. This would then leave the two trails in each municipality unconnected. The RM of St. Andrews is prepared to install a pedestrian bridge over the creek in order to connect the two communities which would then enable the RM of St. Andrews and WSP to connect all the way to St. Clements, as well as Selkirk and provide WSP with the ability to then be connected to the Canada Trail system and all the municipalities to be able to connect to the City of Winnipeg."
