In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Pikwakanagan Active Transportation Network Plan and Priority Project Development
The Algonquins of Pikwàkanagàn First Nation (AOPFN) is located off of Highway 60, and neighbours Golden Lake in the heart of the Ottawa Valley. In the Algonquin language, Pikwàkanagàn means “beautifully hilly country covered in evergreens” which accurately describes the surrounding landscape in this part of Eastern Ontario. AOPFN is in the County of Renfrew, which encompasses 17 municipalities and has an area of over 7,500 sq. km. It is 40 km south of Pembroke and 150 km east of Ottawa. The total area of the First Nation is 7.44 sq. km.

Bigstone Cree Nation Active Transportation Plan
Bigstone Cree Nation consists of six Reserves and 5 fee simple land parcels purchased through the Treaty Land Entitlement process. More than 5,400 people inhabit BCN Traditional Territory; including over 3,000 residents on the Reserves. Generally, the Reserves are surrounded by undeveloped land; however, there are three hamlets (Wabasca-Desmarais, Sandy Lake, and Calling Lake) that provide various services to BCN Reserves. An Active Transportation Plan is needed for Bigstone to provide residents with a safe and convenient space to travel by foot, by wheelchair (or other assistive device) or by bicycle. The focus of the Bigstone Active Transportation Plan will be on the Ka’Asom’skaski and Nimiscikosihk Reserves (Wabasca 166A), located next to Wabasca-Desmarais, to provide connections between key destinations within these Reserves and to the adjacent hamlet.
