About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The project seeks to reduce the heavy, unequal and unfair burden of unpaid and paid care work (UPCW) borne by women and girls (W&Gs) in northern Ghana. U-CARE will work with key stakeholders such as the Ghana Statistical Service (GSS), national policy makers and district assemblies to map UPCW in northern Ghana and create an enabling policy and programming environment to recognize, reduce and redistribute UPCW in ten northern districts. The Canadian Executing Agency (CEA), Alinea International, will deliver the project in collaboration with two key local partners: Social Enterprise Development Foundation (SEND) Ghana and Network for Women’s Rights in Ghana (NETRIGHT).
Key project activities include: (1) facilitating government policy and service provision through the utilization of time use data; (2) supporting grassroots actions to redistribute care at the household and community levels through the use of Gender Model Families (GMFs); (3) supporting women’s rights organizations (WROs) from regional to district level to undertake a National Advocacy Strategy on UPCW; and (4) supporting local entrepreneurs and women-led businesses to develop and market new goods and services to reduce the burden of UPCW for W&Gs.

A Gender-Responsive Systems Approach to Universal Health Care in the Philippines

This project contributes to the achievement of the Philippines’ Universal Health Care Law objectives aiming to ensure that all Filipinos have access to affordable and equitable health services. It helps to enhance the governance of the integrated health system at the local level and support health facilities and communities to increase the use of health services, particularly for vulnerable populations. This includes women, girls, and Indigenous Peoples in geographically isolated and disaster-prone provinces in the Philippines. Project activities include: (1) training local officials and health professionals on responsive leadership and participative governance; (2) providing technical assistance to develop local plans (e.g. human resources and supply chain management) and guidelines for the special health fund; (3) providing technical assistance to improve the health information management system for evidence-based planning and budgeting; (4) providing support to develop electronic medical record system; (5) training health service providers on basic health services, including nutrition and sexual and reproductive health; and (6) providing technical assistance to develop guidelines for client referral and health facility management. The project seeks to conduct health promotion campaigns and clinic-outreach activities in remote communities. It also aims to advocate for increased representation of vulnerable groups, particularly women, youth, and indigenous peoples in governance committees at the provincial level. The project is expected to benefit approximately 584,000 individuals.

Breaking barrier to girls education in Chad

The project aims to reduce barriers to education and meet the needs of young girls and boys in terms of nutrition, overall health and sexual and reproductive health and rights in the Lake Chad province in Chad. Project activities include: (1) providing nutritious meals and a deworming package to pre-school and elementary school children; (2) raising awareness among girls, boys and their communities about sexual and reproductive health and rights, and the prevention of gender-based violence, female genital mutilation and early marriage; (3) training women and adolescent girls on menstrual hygiene management and in the design of reusable sanitary pads to reduce absenteeism in schools; and (4) sensitizing communities on the importance of education for all children, especially girls. The number of direct beneficiaries of the project is estimated at 15,025, including 9,050 adolescents and girls in the Lake Chad province.
