In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

[January , 2024] The World Food Programme (WFP) is the United Nations’ frontline agency in the fight against hunger. It responds to emergencies, saves lives by quickly getting food assistance (cash or in-kind) to vulnerable food insecure populations and helps prevent hunger. As the global lead agency for logistics and emergency telecommunications, WFP plays a major role in providing common services for the humanitarian community. It transports humanitarian workers, carries light cargo for humanitarian agencies and carries out emergency medical and security evacuations. This project operates in Afghanistan, Bangladesh, Colombia, El Salvador, Global, Guatemala, Haiti, Honduras, Myanmar, Nicaragua, Pakistan and Venezuela.

With GAC’s support, WFP provides targeted food assistance to vulnerable populations to reduce acute malnutrition and food insecurity, and protect livelihoods. Project activities include: (1) distributing food and cash-based transfer; (2) providing supplementary feeding for children under the age of 5 years, as well as pregnant and lactating women; and (3) providing logistical support and enabling access to the most remote and challenging locations.

This project aims to address the critical sexual and reproductive health and rights (SRHR) needs of conflict-affected women, girls, and young people in Myanmar. It does so with the United Nations Population Fund (UNFPA). The project supports women, girls, and youth to realize their SRHR and fulfill their potential by improving gender equality and preventing gender-based violence (GBV). Project activities include: (1) developing education programs for women, girls, and young people on SRHR, GBV, and mental health and psychosocial support services (MHPSS); (2) developing community awareness programs and training sessions on SRHR, GBV, and MHPSS; (3) facilitating training sessions and community meetings focusing on reinforcing positive coping strategies, social norms, and non-violent behavior; and (4) providing integrated quality SRHR, GBV, and MHPSS. Cuba crisis – Emergency Response – World Food Programme 2024

Description:

October 2024 – On October 20, 2024, Hurricane Oscar made landfall in Cuba, causing severe floodings in the province of Guantanamo, further exacerbating the population's limited access to basic and nutritious food. In response, the United Nations launched a Response Plan in October to assist 478,000 crisis-affected people. This plan is in addition to the World Food Programme (WFP) Emergency Appeal for nutrition and anemia prevention launched earlier in 2024 in Cuba to respond to the needs of 350,000 crisis-affected children.

With GAC’s support, WFP works to save lives and help reduce the suffering of people affected by the humanitarian crisis. Project activities include: (1) the provision of emergency food assistance, including distributing powdered milk to vulnerable children; (2) raising awareness and promoting good nutritional practices to help prevent anemia, including breastfeeding; and 3) the provision of logistics services to support the humanitarian response and meet the immediate needs of crisis-affected populations in Cuba.

Enabling a High-Quality Forestry Carbon Market in Vietnam

Description:

This project aims to improve the climate resilience of communities relying on forest ecosystems in Vietnam, especially women and Indigenous Peoples and Local Communities (IPLC). The project seeks to achieved this by developing a high-quality, inclusive and gender-responsive forestry carbon market. It also addresses the power imbalances and barriers that IPLCs, particularly ethnic minority women, face in equitably participating in the forestry and carbon trade, ensuring consideration is given to their unique needs and climatic vulnerabilities. Given their exposure to climate change, the project supports four provinces in Vietnam: Ha Giang, Lai Chau, Son La, and Soc Trang. The three northwestern provinces (Lai Chau, Ha Giang, Son La) have experienced severe increases in temperature, with forecasts of an increase of 2-4ºC in the coming decades. Heat stress in the region is affecting forests, their biodiversity, and the availability of food and resources for IPLCs. The coastal province of Soc Trang, in the Mekong Delta, is affected by rising sea levels, causing the loss of mangroves, and impacting income-generating activities such as fishing. These provinces are among the poorest in Vietnam, with 95% of population being ethnic minority groups. Project activities include: (1) developing decision-making supporting tools for government agencies to design, implement and monitor a high-quality, inclusive and gender-responsive forestry carbon market; (2) facilitating policy dialogues at the national level between public and private sectors, civil society, and women or IPLCs-led organizations, for the design of legal frameworks that support high-quality, inclusive and gender-responsive forestry carbon market development; (3) training private sector actors on social, climate and biodiversity integrity principles for high-quality, inclusive and gender-responsive forestry carbon market development; and (4) developing guidelines and a toolbox to support community members, especially ethnic minority women and IPLCs and their enterprises, in designing and implementing high-quality, inclusive and gender-responsive forestry carbon projects that promote equitable and sustainable forest management. The project estimates 12,000 direct beneficiaries (6,000 women) and 244,125 indirect beneficiaries (122,063 ethnic minority women). This project also aims to support 400 decision-makers and 410 private sector actors.
