Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

File Hills First Nations Police Service - One Time Funding for New Detachment Costs
23500
The objective of this Agreement is for Public Safety Canada to provide one-time funding to the File Hills First Nations Police Service (FHFNPS) to support expenses related to the new police detachment.
As Saskatchewan’s only self-administered police service, FHFNPS provides dedicated and culturally responsive policing to five communities in the File Hills area: Okanese; Peepeekisis; Carry the Kettle; Star Blanket; and Little Black Bear First Nations. Since 2016, the population in all five communities has shown steady growth and calls for service have increased by nearly 50%.
FHFNPS is requesting funding to support expenses related to the new police detachment to improve service delivery for its member Nations and promote safer communities.

Pikangikum Policing Transformation Project - Stage 2
23482
Pikangikum First Nation recently conducted a policing needs assessment to better understand the policing model options available to them under the First Nations and Inuit Policing Program (FNIPP). A stand-alone First Nation police service was indicated as the Nation’s preference of policing models. To support the community's needs, this project will support them in developing its own sets of customized policies and procedures, provide governance training and establish a board of directors, and consultants will support them in hiring a chief of police.
