In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 18-month project, Woman Abuse Council of Toronto (WomanACT) will scale the Canadian Multi-Agency Risk Assessment Conference (MARAC) model to improve the identification and response to Intimate Partner Violence (IPV) cases and strengthen the GBV sector. The project will expand upon and operationalize the work undertaken by WomanACT in the original Canadian pilot site of Toronto, and further adapt the model to 8 communities in Alberta. To do so, it will expand community partnerships and provide capacity-building to key organizations to foster a coordinated and resilient response; develop a logic model and evaluation framework; implement MARAC protocols and processes in Toronto in line with the plan for integration developed in the project’s first iteration; partner with Sagesse to design adapted MARAC protocols and processes for model implementation in 8 new pilot sites in Alberta; and engage in knowledge mobilization to bridge the gap between research and action and drive informed decision-making to improve IPV services. At the end of the project, the organization will have contributed to improving IPV responses, to enhancing collaboration across sectors, and to ensuring a more comprehensive, coordinated approach to supporting survivors, ultimately leading to safer communities and better outcomes for individuals impacted by IPV.

July 2025 – Since the start of 2024, Bangladesh faces a new influx of Rohingya refugees fleeing conflict and persecution in Myanmar. It is estimated that approximately 200,000 new Rohingya refugees arrived in the camps in Cox’s Bazar and are requiring lifesaving humanitarian assistance.

With GAC’s support, UNHCR helps enhance the protection environment for newly arrived Rohingya refugees by delivering safe and dignified reception and registration services, strengthening camp coordination and site management, and expanding multi-sectoral humanitarian assistance. Project activities include: (1) receiving and registering new arrivals; (2) providing protection services; (3) providing shelter, and other essential non-food items; (4) providing adequate water, sanitation and health services, including in reproductive health; (5) providing camp coordination and site management services; (6) providing protection, including against sexual and gender-based violence, child protection and working with governments to register asylum seekers and refugees, and help issue identity documents; and (6) expanding opportunities for durable solutions for people of concern.
