About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Barer-Flood Prize is named in honour of the leadership, vision and innovative contributions of the first two Scientific Directors of CIHR’s Institute of Health Services and Policy Research (CIHR-IHSPR), Morris Barer and Colleen Flood. In their roles as Scientific Directors, Dr. Barer and Dr. Flood made tremendous contributions towards advancing the field of health services and policy research in Canada, building a community of world-class researchers, and designing innovative new programs that foster evidence-informed decision making and improved health and health care for Canadians.
The Barer-Flood Prize is intended to recognize and support the research excellence of Canadian Senior-Career Investigators working within the mandate of CIHR-IHSPR and one or more of the Institute’s priority research area(s) listed in the section below.
Research Areas:
Innovations in how to organize, finance, manage and deliver health care that achieve the Quadruple Aim, improve equity, and are accountable to patients and the public, in one or more of the following areas:
¿ Integration of care (including integrated health care systems, organizations, and models of care; continuity of care; and/or integration of upstream prevention approaches within health care settings that address the social determinants of health).
¿ Primary care (in the context of health care delivery), and home, community, and long-term care.
¿ The health workforce (e.g., funding and remuneration, training and support, scopes of practice, interdisciplinary collaboration, and data systems for planning).Implementation, evaluation and/or scale and spread of digital health solutions and/or data infrastructure, that aim to improve health and patient/provider experience outcomes.
Designing, implementing and/or evaluating anti-racist, anti-discriminatory, anti-ableist, inclusive, culturally safe, health care systems, organizations and/or models of care.
Advancing sustainable, climate-resilient and/or low-carbon health care systems, organizations, and models of care.
Advancing the theories, methods and approaches that underpin the science of HSPR. The primary focus of the research is on learning about and/or testing theories, methods and approaches and their broad applicability in health services and policy research.

Project Grant - PA: Pandemic Preparedness and Health Emergencies Research

The Centre for Research on Pandemic Preparedness and Health Emergencies (CRPPHE) is housed at CIHR with a mandate to grow Canada's research leadership in preparedness, prevention, response, and recovery from pandemics and public health emergencies, including by building and supporting Canadian research capacity in the field.
CRPPHE will offer funding for bridge grants to research projects that are aligned with the CRPPHE goal and objectives and the Interim Investment Plan and that have a primary research objective related to preparing for and/or responding to existing and future pandemics and other health emergencies*.
*For the purpose of this Priority Announcement, a health emergency is defined as:
A present or imminent event or phenomenon, of a temporary, acute nature, with actual or potential significant negative impacts on human health, resulting in:
• A serious disruption of the functioning of a community; and/or
• The declaration of a state of emergency by a municipal, provincial/territorial, federal and/or Indigenous government, or international organization with a health research mandate; and that
• Requires prompt research action to protect and strengthen human health.
