In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Strengthening gender-responsive climate financing in Commonwealth countries

This project aims to strengthen the resilience of Commonwealth member countries that are particularly vulnerable to the adverse effects of climate change and to support sustainable development based on their national mitigation and adaptation strategies and plans. The project provides technical assistance to eight countries and one regional organization responsible for climate action through climate finance experts who build the capacity of their counterparts. Advisors assist member countries to improve the policy environment for climate action and to support the submission of project proposals to climate funds. These proposals integrate gender equality and youth inclusiveness principles, as well as health impact assessments, to ensure that they positively impact vulnerable and marginalized populations.
Project activities include: (1) training key national and regional stakeholders in climate finance, including gender mainstreaming, youth inclusiveness and the health-climate nexus; (2) strengthening climate-related policies, programmes and initiatives; (3) developing and submitting climate adaptation and mitigation project proposals for funding; and (4) developing and sharing training manuals, methodologies and approaches, good practices, and lessons learned on climate finance projects and policy development.
The project provides technical assistance to Belize, Dominica, Eswatini, Gambia, Grenada, Lesotho, Mozambique, and Uganda, and to the African Union Development Agency – New Partnership for Africa’s Development, located in South Africa.
