In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Preventing Violent Extremism and Gender Based Violence in Tunisia

This project aims to improve law enforcement capacities and community resilience to violent extremism and gender-based violence (GBV) in Tunisia. Project activities include: (1) a needs assessment and study on the interconnections between violence against women and violent extremism to inform evidence based interventions; (2) the implementation of community-led interventions and actions plans to address the key socioeconomic drivers of violent extremism and GBV, while strengthening the coordination and collaborative relationships between the Internal Security Forces (ISF), civil society organizations, and women leaders; (3) capacity building for the ISF and specialized GBV units to enhance the delivery of gender sensitive services to women victims of violence and the use of community policing approaches to prevent violence against women and violent extremism; and (4) improvements to critical infrastructure and IT equipment to enhance effective GBV and PVE investigations in accordance with international gender and human rights standards.

AIRCOP Phase II (UNODC)

AIRCOP is a multi-agency project implemented by UNODC in partnership with INTERPOL and the World Customs Organization (WCO). It aims at strengthening the capacities of international airports to target and intercept high-risk passengers, cargo and mail, as a contribution to the fight against illicit drugs and other illicit commodities (such as wildlife products or falsified medical products), terrorism-related threats (such as arms or potential foreign terrorist fighters), trafficking in persons and smuggling of migrants. It also aims at facilitating communication and coordination between origin, transit and destination countries to disrupt cross-border illicit flows and criminal networks.
Based on the fundamental idea of information sharing and trust building, adaptable to the evolution of trafficking routes and the emergence of newly trafficked commodities, AIRCOP is continuously expanding across the globe as a key element of border management and security. Through its support to the efficient management of international airports and by virtue of the nexus existing between peace, security and development, AIRCOP also participates in the social and economic development of the countries and regions in which it operates.
