In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

CASO Multiuse Trail Feasibility Study

Description:

The CASO Rail Corridor in Essex County was abandoned by Canadian National Railway (CN) in 2012. This former railway has been identified as one of the key sections of trail that will connect multiple communities in this region and has been supported by every mayor and deputy mayor in 7 municipalities. This proposal is the first step towards the multiple benefits listed above as it lays the groundwork needed to properly design and cost the project to allow for construction to proceed, subject to funding in future years. Our proposal is to have a consulting engineering firm complete a detailed inspection of 43 kms of former rail line (including multiple bridges), develop detail design drawings suitable for tender, establish any permit requirements from regulatory agencies and provide cost estimates so securing funds for a capital project can be initiated.

Description:

Trout Creek’s lower 2km was narrowed, channelized, and developed in the 1940s & 1970s which has created ongoing water quality issues. This project will restore the natural form and function of the lower 2km, including floodplain re-engagement, riparian forest restoration, bank full channel width widening, and restoring mainstem structure. Construction is phased across years due to its size. This phase will excavate a remaining area (approx. 350m length) for channel widening and floodplain setback, restore riparian forest habitat (approx. 10,000m2 of 11,050m2 total), install 3 remaining new bury riffles and restore trails linked to Sun-Oka Park.
