In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Creating a sustainable Diversity Ed. - Safer Spaces Canada

Through this 29-month project, Diversity Ed. – Safer Spaces will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality, equity and inclusion in rural, remote and small urban centres. It will address the need for safer spaces for 2SLGBTQI+ people, their families, friends, and allies. The project will include establishing organizational priorities as identified in a community needs assessment, developing a strategic plan, developing new organizational plans, policies and procedures, improving Board governance by developing a Handbook, improving informed decision making through the development of standardized program management and evaluation tools, and strengthening networks and partnerships with other rural and remote community organizations.

Through this 29-month project, Ontario Digital Literacy and Access Network (ODLAN) will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will address digital inequities among 2SLGBTQI+ communities. The project will include developing and implementing a strategic plan; consulting with the community to assess needs and gaps in ODLAN services; updating ODLAN’s communications strategy; creating an advocacy strategy; revising ODLAN’s fundraising strategy; and renewing ODLAN’s evaluation strategy.

HIPVSAHTH – Halton Intimate Partner Violence, Sexual Assault, Human Trafficking Hub

Through this 30-month project, Thrive Counselling will scale an integrated service hub model for intimate partner violence, sexual assault, and human tracking survivors, to strengthen the GBV sector in Halton, Ontario. It will scale this service model which has shown to be successful delivering services that protect and empower survivors, including women, girls, and 2SLGBTQIA+ people experiencing violence in Peel and Waterloo in southern Ontario, as well as numerous locations across North America.
To do so, the project will engage with stakeholders, identify delivery partners, adjust the model to address the intersectional needs of the diverse communities it will serve, develop integrated service hub sites, establish integrated services for victims and survivors, and evaluate the service hub. Thrive Counselling will document learning and make it available in their website, social media, and webinars, to share information on the promising practice with others so that they may replicate it or expand upon it.
The supplemental funding will be used to increase knowledge mobilization by hosting an information sharing event on the best practices related to GBV hub models.
