In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Changing the Narrative - Unleashing the Full Potential of Women Entrepreneurs

This 29 month-project will address systemic barriers to the establishment and growth of women-owned enterprises, with a particular focus on Black communities and official language minority communities, in order to create a more inclusive and equitable social
entrepreneurial landscape in the Canadian digital economy.
To do so, the Information and Communications Technology Council (ICTC) will conduct research to uncover and showcase indicators and catalysts for success at all stages of social entrepreneurship in the digital economy. It will recruit at least 500 women-owned enterprises in Ontario, Manitoba, Quebec, New Brunswick, and Alberta to participate in its entrepreneurship and mentorship programs, and interactive hub to exchange knowledge, best practices, and mentorship opportunities. ICTC will also be engaging with core industry partners to participate in an advisory committee, contribute their expertise to knowledge mobilization sessions for the entrepreneurs, and share project information among their networks. At the end of the project, the organization will share results of its project evaluation.

Supporting Women’s Access to Employment, Retention, Advancement in male dominated fields

This 30-month project will address women's systemic barriers to job retention and representation in male-dominated fields. Build a Dream aims to improve equity and women's economic participation and prosperity across workplaces such as the Skilled Trades, STEM (Science, Technology, Engineering and Mathematics), law enforcement, emergency response and entrepreneurship. To do so, the organization will build strategic relationships with key stakeholders, community leaders, and businesses and perform an environmental scan to capture existing knowledge and best practices to enhance the industry's capacity and leadership to help women, including students and women from underrepresented communities, pursue careers in male-dominated fields.
Build a Dream will offer career development opportunities by connecting industry collaborators, students, and job seekers through virtual conferences, career discovery exhibitions, workshops, and hands-on learning programs. Also, the organization will develop a mentoring program and host a leadership symposium highlighting initiatives to improve women's economic pathways across these fields. An awareness campaign and open dialogue on gender perspectives and stereotypes will also be launched.
At the end of the project, the organization will have contributed to the elimination of systemic, persistent and prejudicial barriers to women's equality in male-dominated sectors and the creation of a more diverse and inclusive workforce by changing norms and attitudes, encouraging collaboration, networking and improving access to resources that enable women to participate fully and thrive.

Resilience 360: Resources that better support survivors and communities to engage in anti-human trafficking work

Through this 12-month project, Women’s Centre for Social Justice (WCSJ) will contribute to preventing and addressing human trafficking by tackling knowledge and resource gaps in the GBV sector. To do so, community-based research on community’s understanding of and knowledge gaps on human trafficking in the Canadian context will be conducted. WCSJ will also develop and test a 360-degree wrap-around support service, including resources and a toolkit for survivors of human trafficking, their families, their support networks, and the general public.
WCSJ will engage community partners, survivors and their families as well as academics to participate in the participatory research design, contribute their expertise to the data collection efforts and toolkit development and share project information within their networks.
