In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Lands End Road Multi-Use Path Survey and Concept Design

Description:

The District of North Saanich completed an Active Transportation Plan begun in 2020 and endorsed by Council in May 2021. The plan prioritized projects to expand and improve the active transportation network over the next 20 years. Multiple rounds of public engagement identified needs and refined the projects that were included with the plan. The construction of a multi-use path on Lands End Road was the highest priority project based on public support and the improvements it will provide to safety and connectivity. Lands End Road is a two-lane arterial road that crosses the north end of the Saanich Peninsula. It provides a 4.0km connection between BC Ferries at the Patricia Bay Highway and West Saanich Road. The road varies topographically with changes in elevation and sections of steep slope above and below the road.

"Roussillon MRC wants to develop an active mobility plan based on its current sustainable mobility plan.
The active mobility plan will build on previous work by providing a preliminary design for active mobility features such as pedestrian access points and bicycle paths. These features will be based on case studies and best practices in the field and will be adapted to their surroundings.

Eventually, the plan will also be presented to the parties involved – elected officials and employees of the MRC and the municipalities and the general public – to gather comments and incorporate them into the plan with a view to obtaining broad community support.

This will provide all the information needed to formalize our active transportation plan and complete our sustainable mobility plan."
