In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Space-manufactured fuels for propulsion and energy storage

The main objective of the project is to investigate metal-fuel combustion using a microgravity platform on board of the Falcon-20 parabolic aircraft, where the effects of particle settling, and natural convection are suppressed. Through this microgravity research, critical understanding on metal flame combustion can be achieved by investigating its propagation limit, and the understanding is improved with complementary ground-based research that examine additional parameters, such as burning velocity, flame temperature, and combustion products. In the present project, it is expected that new unique characteristics of metal combustion will be discovered through examining a wide range of fuel concentrations in at least two different particle size distributions.

Enabling multi-messenger astronomy with the LISA mission

This project will leverage Canadian expertise to develop new methods to identify and characterize novel loud gravitational-wave transients and mitigate LISA (Laser Interferometer Space Antenna) mission detector glitches. Canadian researchers will integrate these new methods into an existing “global fit” of many simultaneous expected LISA sources, allowing researchers from around the world to clearly observe the physical signatures of LISA sources. This project will enable Canadian researchers to take a leading role in LISA’s new view of the Universe.

Seven generations for wood: Wood fibre insulation

Wood fibre insulation is currently not
produced in Canada, and is typically made with new lumber or from pulp
and sawmill waste and petrochemical-based adhesives and additives.
The project will develop a method for making wood fibre insulation from
salvaged wood waste from the construction and demolition sector. The
project includes developing methods for making wood fibre from waste
wood products, researching bio-based adhesives and treatments for wood
fibre insulation board production, and testing the performance of the novel
wood fibre products. Upcycling waste wood into new construction products
will cycle wood back into the built environment, extend wood lifespan, add
value and longevity to a valuable material, and reduce GHG emissions and
new resources required for new construction projects.
