Grants and Contributions

About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Agreement Number:

SO230182

Duration: from Dec 11, 2023 to Mar 31, 2027
Description:

Through this 40-month project, the Toronto People With AIDS Foundation, in collaboration with partners, will build their capacity by creating a community HIV/STBBI Hub to advance the health and social equality of Black, Indigenous, racialized and other marginalized 2SLGBTQI+ community members living with or at risk of HIV∕AIDS and other STBBIs in Toronto. This project will address the intersectionalities of race, sexual orientation, immigration status, gender and other lived identities that make these communities more vulnerable to racism, stigma and discrimination; STBBI acquisition; poorer physical and mental health outcomes; homelessness and poverty, among others. The project’s primary objective is the development of a Hub Operational Model. This will include: coordination of a Community Advisory Committee, development of Hub Operating Agreements, research into mechanisms for sustainable funding via social enterprise, and the development and coordination of a community-driven evaluation plan. The project's success will be evaluated through feedback from the Community Advisory Committee and Hub partners, and regular reviews of organizational capacity and strategic goals.

With the supplemental funds and extension provided in early 2026, Toronto People with AIDS Foundation will build long-term organizational sustainability through diversified fundraising strategies, by developing the expertise, tools and capacity to carry out a major fundraising campaign, including a case for support, donor audit, engagement plan, training for staff and governance volunteers, and monitoring and evaluation mechanisms.  Through this they will further advance Gender Equality.
