Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Drummondville Feasibility study - Rivia Multiuse Parkway, Phase 3
"The project involves assessing the lowest-impact route for the extension of the Promenade Rivia walking/cycling path along the Saint-François River in Drummondville between Voltigeurs Park and the Saint-Joachim district.
Description of the concept:
• The path will integrate as harmoniously as possible with the surroundings, while making the most of the proximity of the river
• The path will be multifunctional and suited to all types of users
• The surface will be paved to a width of 3.0 m, with wood on the footbridges
• For safety and comfort, street crossings will be minimized, and the route will be physically “protected” when it is located along a roadway
The route will be on the east bank of the Saint-François River between downtown Drummondville and the Saint-Joachim-de-Courval district.
There will be three main sections:
1. Promenade Rivia between the Traverse Bridge (University Boulevard) and the Highway 20 overpass, Phase 1 completed in 2018
2. Trail in Voltigeurs Park, the most recent phase, completed in the summer of 2021
3. Waterfront sections (3.1, 3.2 and 3.3) between Voltigeurs Park and the Saint-Joachim-de-Courval district, which are the subject of this application"
