About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 40-month project, Pride PEI will build stronger capacity of 2SLGBTQIA+ community organizations and networks to advance 2SLGBTQIA+ equality. It will address and meet the needs of their local community by aiming to better define the role of Pride PEI and invest in the tools needed to strengthen its board and governance procedures. It will also support efforts to address its financial capacity and sustainability, and of other queer serving organizations. The project will include the development and implementation of Pride PEI’s first strategic plan, work to expand their governance and operational manuals, policies, and procedures. It will also provide support to other queer serving organizations in their advocacy initiatives. This collaborative effort will focus on resource sharing among organizations to offer a reliable and equitable flow of resources to strengthen partner organizations, which will foster sustainability and collective growth in the community.

With the supplemental funds and extension provided in early 2026, Pride PEI will develop and finalize a Financial Resilience and Revenue Diversification Plan, assess revenue generating and partnership opportunities, and complete an equity audit to guide the integration of an Anti-Racism and Anti Oppression Framework across its governance, volunteer, and partnership systems. Through this work they will further advance Gender Equality.

The project will address lesbian, bisexual, and queer women’s invisibility within the 2SLGBTQI+ community in Canada as well as the need to develop a more inclusive approach for bisexual and immigrant women and for non-binary and transfeminine people. The project will include developing a survey and a Canada-wide conference, consulting with excluded and marginalized groups of women+, compiling a collection of texts by sexually diverse immigrant women, developing inclusive tools, and integrating an intersectional perspective into the organization.
