Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

7456021 P013685001
This project aims to enhance the capacities of 60 unemployed, vulnerable, and at-risk youths aged 15 to 25 years in Saint Vincent and the Grenadines. It seeks to enhance their self-esteem, employability, and economic independence. It does so through a comprehensive approach which includes life skills, personal development, theoretical knowledge, and hands-on internship experiences. The project aims to achieve this by engaging the youth in mentorship and community service at both urban and rural centers.
This project is part of the Local Engagement and Action Fund (LEAF), which supports civil society and local organizations across the Caribbean. The Funds aid them to implement initiatives that respond to local needs and advance the aims and strategic objectives of Canada’s Caribbean Regional Development Program.

Philippines-Canada partnership on nature-based solutions for climate adaptation
7456151 P012251001
The Philippines are among the world’s most vulnerable countries to disasters and climate change . This situation risks further marginalizing vulnerable communities, including women and Indigenous People. This project aims to support vulnerable communities in adapting to the impact of biodiversity loss and climate change by strengthening their resilience and supporting their access to natural resources and healthy ecosystems. The project aims to support the financing, capacity-building and learning necessary for gender-responsive, nature-based solutions to climate change and biodiversity loss.
Project activities include: (1) setting-up a nature-based solutions (NbS) grant facility that supports at least 20 NbS sub-projects in 18 communities. This includes key biodiversity areas, marine protected areas, critically endangered species, vulnerable women and Indigenous People communities; (2) assisting in technical and capacity building to at least 100 local beneficiaries to design and implement gender-responsive NbS projects; and (3) organizing participatory assessments on climate vulnerabilities and biodiversity loss to inform local planning and decision-making for climate adaptation. This project benefits at least 50,000 hectares of landscapes and seascapes, 500 representatives from civil society organizations (at least 50% women), and indirectly benefits about 6.1 million Filipinos from 6 highly vulnerable provinces and small island communities.

Women as biodiversity and climate-resilience guardians
7456273 P013017001
This project aims to empower women, including women of Indigenous heritage, to conserve highland wetland and peatland ecosystems for increased climate resilience in Peru, Bolivia, and Ecuador. As a regional project, it aims to contribute to increased conservation of buffer zones around 3 established protected areas (RAMSAR sites), spanning 80,000+ hectares. The project seeks to increase the adoption of Nature-based Climate Solutions (NbCS) for climate change adaptation by women to conserve highland wetland and peatland ecosystems. This is inspired by Canada’s Indigenous Protected and Conserved Areas (IPCAs) and Indigenous Guardians framework. It also aims to enhance the agency of women to advocate for women-led, conflict sensitive NbCS in national and regional governance structures.
Project activity includes: providing training, technical support and awareness raising to enhance women’s capacity to lead conservation efforts and actively participate in land and water resource management. This should also help to create the conditions for women to participate in community and regional decision-making related to the conservation of these ecosystems.

SPF’s objective will be achieved by functioning as an innovative, partnership-driven complement to the Indigenous Skills and Employment Training Strategy (ISETS) that fosters more integrated, harmonized, training-to-employment models or acts as a catalyst for the formation and testing of innovative new partnerships in Indigenous labour market development. SPF activities will emphasize joint stewardship and coordination consistent with the Aboriginal Economic Development Framework. Through access to SPF funding, a wider range of Indigenous organizations will deliver Indigenous labour market programming, serving to embed collaboration and maximize leveraging opportunities with industry, federal-provincial-territorial partners, and Indigenous partners
