In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Pride 2026 & Beyond: Strengthening Capacity Across A National Network

Through this 26-month project, Fierté Canada Pride (FCP) will enhance its organizational capacity as a national network organization. FCP is adopting an innovative operational leadership model of two Co-Executive Directors to amplify its internal capacity and facilitate activities such as strategic planning, diversifying funding streams, expanding policies, devising a communication plan, forging partnerships, and charting an advocacy agenda. This model will bring diverse perspectives and skill sets to enhance decision-making, problem-solving, and enable inclusion and empowerment of equity-deserving groups. Through this project, FCP is positioned to strengthen its foundations and work towards self-sustainability, while contributing to the viability of the 2SLGBTQIA+ sector across Canada, promoting equality, and setting an example for other organizations. All templates, tools and resources developed through this capacity development project can be distributed as a resource to build capacity for FCP members.

2STGD Health and Wellness Capacity Building, Knowledge Enhancement, and Advocacy Planning Project

Through this 26-month project, TransCare+ will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will address the health and wellness needs of Two-Spirit, trans, and gender-diverse (2STGD) people and communities by establishing a working group and sub-committees composed of people with lived experience from the Francophone, Black, and Indigenous 2STGD communities. They will address the gaps and barriers in the health and wellness services, legislation, policies, administration, and funding that impact the care needs and experiences of the target group. The project will also contribute to community capacity building by engaging stakeholders at the governmental, healthcare, and community levels in promoting 2STGD health, care, and wellbeing. The project will include A) the establishment of project governance, B) the increase of the organization's knowledge of 2STGD challenges and barriers to health and wellness, C) the creation of a 2STGD Health and Wellness Strategic Plan, D) the development and distribution of a 2STGD Health and Wellness Advocacy Strategy, and E) data collection, monitoring, and evaluation of tools.
