Grants and Contributions

About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Sudan Crisis – Regional Humanitarian Response – UNHCR 2023

Agreement Number:

7452596 P013302001

Duration: from Aug 22, 2023 to Dec 31, 2023
Description:

July 2023 – On April 15, 2023, armed clashes broke out between the Sudanese Armed Forces and the Rapid Support Forces, leading to mass displacement within and outside of Sudan. This conflict has resulted in significant protection violations and a lack of access to basic food, water, health, nutrition and other services for vulnerable people. The clashes have increased humanitarian needs within Sudan and its neighbouring countries, many of which had been experiencing protected crises before the outbreak of this conflict.

The United Nations High Commissioner for Refugees (UNHCR) provides international protection and assistance to the world’s refugees, stateless persons, asylum seekers, and internally displaced persons. With GAC’s support, the UNHCR is responding to the needs of vulnerable people fleeing the conflict in Sudan in the Central African Republic, Chad, Egypt, Ethiopia, South Sudan, and those impacted by the crisis in Sudan.

Project activities include: (1) providing shelter and essential non-food items to people in need; (2) providing adequate water, sanitation and hygiene services; (3) providing essential health services, including reproductive health; (4) providing protection, including child protection and protection against sexual and gender-based violence; and (5) working with governments to register asylum seekers and refugees and help issue identity documents.
