In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Feasibility Study & Design for the Skyline Acres Pedestrian Overpass in Fredericton, New Brunswick
The Skyline Acres pedestrian overpass was identified as a desirable active transportation link by City staff in 2006 & brought to the forefront by a community group in 2015. A high-level feasibility study & order of magnitude cost estimate was completed in 2019 but a more detailed design is required to proceed with the construction of the project. The aim of this proposed project is to advance the feasibility study, engineering design, rendering drawings & cost estimate for a proposed pedestrian bridge overpassing Route 8.

Rehabilitation of natural shoreline threatened by accelerated erosion in the major waterfront parks
This project is seeking a federal contribution of $34.3 million to reduce the impact of erosion on critical public infrastructure by rehabilitating and securing a total of 10 km of shorelines by using mixed bioengineering techniques. The project proposes to begin construction in 2023 and end in 2028. The asset ownership is public (municipal). The proposed project involves work at the following six (6) locations: Grand Parc de l’Ouest – Cap-Saint-Jacques region, Grand Parc de l’Ouest – Bois-de-l’Île-Bizard region, Parc nature de l’Île-de-la-Visitation, Parc de la Promenade-Bellerive, Parc René-Lévesque and Port de Plaisance de Lachine.
