In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Making Space on the Ice for everyone

Through this 36-month project, Alphabet Sports Collective will build stronger capacity of 2SLGTBQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will address the need to create safer spaces and reduce barriers for 2SLGTBQI+ people in hockey communities. The project will include key capacity building activities, such as the creation and implementation of a new governance structure, as well as a diversified funding model strategy and money management infrastructure, and the development and implementation of a strategic plan, theory of change and impact strategy.
With the supplemental funds and extension provided in early 2026, Alphabet Sports Collective will develop the infrastructure for a community member and ambassador program, create an engagement and advocacy strategy, and develop the infrastructure for leadership opportunities within the 2SLGTBQI+ hockey sphere to be better promoted and amplified. Through this, they will further advance Gender Equality.

Restructuring the governance and capacity building of the association LGBT Haute-Gaspésie

Through this 12-month project, LGBT Haute-Gaspésie will strengthen its capacity to promote equality for 2SLGBTQI+ people. The project will include the incorporation of the association as a non-profit organization to broaden its scope, as well as the development of human resources management and fundraising strategies to ensure the implementation and the sustainability of the strategic action plan developed. The project objectives are to incorporate the association, hold project advisory meetings, increase the number of members and their participation in activities, and finally plan consultation meetings with members.

Avian Influenza (AI) is a contagious viral infection that can cause severe illness and mortality in gallinaceous poultry (chicken, turkey, quails). It also has the potential to cross over to mammals, including companion animals such as cats and dogs. AI is currently diagnosed in the Canadian Food Inspection Agency (CFIA) laboratories by molecular methods. This process is time consuming, labour intensive and requires expensive laboratory equipment. Keystone Labs Inc. aims to develop an easy-to-use, rapid and affordable lateral flow test for the detection of AI in the field. The proposed method is a polymer-based optical sensing device that detects AI virus and at the same time, H5 and H7 subtypes, with the same sensitivity and specificity as current molecular diagnostic tests used in the CFIA laboratory.
