In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Assisting Seniors After Prison (ASAP): A Recidivism Reduction Initiative

The project aims to increase public safety by addressing the gap in services for older offenders transitioning back to the community. Older offenders transitioning to the community experience greater challenges around housing, access to medical/mental health care, income support, and system navigation in general. The Salvation Army will assist senior offenders by using an individualized case management approach combined with community support circles. Through practical engagements and information sharing with community partners, the project’s goal is to provide senior offenders a smoother, healthier transition from institutions to the community and reduce recidivism.

Applying GBA+: Online Toolkit for Municipal-level Emergency Preparedness

This knowledge mobilization project is a partnership between the Canadian Municipal Network on Crime Prevention (CMNCP) and the Canadian Women’s Foundation (CWF), a national leader on gender equality working for systemic change through funding, research, advocacy, and knowledge sharing. The partnership will combine their complementary expertise to provide access to training and skills on much-needed gender-based analysis plus (GBA+) at the municipal level. CWF will manage the research and writing of the online toolkit applying GBA+ to municipal-level hazard and risk assessments and emergency management plans bringing decades of gender analysis experience and working with trusted partners, academics, and practitioners in the emergency management field with expertise in GBA+.

Investing in the NWT's Emergency Response

On June 5, 2023, the Government of Canada announced it would join the Government of the Northwest Territories in matching donations raised by the United Way of the Northwest Territories (UWNWT) through the NWT Emergency Response Fund campaign. The Funds raised are to support response and recovery efforts related to the 2023 wildfire events in the Northwest Territories. UWNWT will redistribute funds to community organizations, charities and First Nations governments to support their emergency response and recovery efforts. By granting funds to help with relief of wildfires, people impacted by these emergencies will be provided with immediate support.
