Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Building national capacities for conflict prevention
7455514 P013639001
This project supports the United Nations (UN) Development Programme and UN Department of Political and Peacebuilding Affairs Joint Programme to deploy Peace and Development Advisors (PDAs) to the offices of UN Resident Coordinators working in complex settings. PDAs work with the wider UN system in the host country to provide analytical, advisory, and capacity-development services to national stakeholders, including state and non-state actors. This is to enhance their capacities for dialogue, develop prevention policies and strategies, strengthen national institutions for peace, and help foster the engagement of women and youth. The project seeks to strengthen the UN’s capacities in integrated conflict analysis, conflict-sensitive development, conflict prevention, peacebuilding, and preventive diplomacy, and contribute to system-wide learning. Project activities include: (1) providing analytical, advisory, facilitation, coordination, and capacity-development services to national actors to undertake conflict prevention initiatives. They also provide these services to women and women’s organizations to strengthen and create an enabling environment for their meaningful participation and level of influence in conflict prevention. They also assist UN stakeholders in understanding, monitoring, and anticipating conflict drivers and risks, implementing peacebuilding programmes, and undertaking preventive diplomacy actions; (2) strengthening the capacities of national stakeholders in understanding and responding to emerging conflict drivers and multi-dimensional risks on various topics. This includes health, natural resources, migration, climate change, disaster response, social protection, hate speech, misinformation and disinformation, and artificial intelligence; and (3) collaborating with UN and development partners, including international financial institutions, to support national peacebuilding efforts and priorities.
