In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Harmony Creek Trail extension in Oshawa ON

The applicant plans to create multiple multi-use/recreational trails to add to the City's existing Harmony Creek Trail. Furthermore, the City proposes to construct a bridge to be installed across the Harmony Creek to provide pedestrian and cyclist access between Esterbrook Drive and Arborwood Drive. It will add approximately 1km to the City’s multi-use recreational trail network, and provide a 3m wide, paved, multi-use recreational trail, and a bridge will be installed across the Harmony Creek to provide safe pedestrian and cyclist access. In addition to connecting to the City's existing trail system, the Harmony Creek Trail extension will provide an accessible off-road, active transportation route for residents to walk to a nearby recreation centre, schools, retail stores, restaurants and regional transit hub.

The project will also add more bike racks to increase the amount of bike parking in the park.

This project aims to prevent and address sexual harassment and abuse within and by the personnel of 20 Troop and Police Contributing Countries (T and PCCs) in four regions: Africa, Asia, Latin America, and Middle East North Africa (MENA). Red de Seguridad y Defensa de América Latina Internacional (RESDA L) seeks to implement this project over three years.

Sexual harassment and abuse within security institutions of T and PCCs to United Nations Peace Operations (UNPO) is a barrier to the meaningful participation of women in peace operations. It also increases the risk of sexual exploitation and abuse of deployed personnel on mission. This can damage the image and reputation of UNPOs, decrease their efficacy, and risk prolonging or exacerbating the conflicts in the countries and regions of deployment. Through RESDAL, the project aims to conduct research, prepare cross-regional reports, and select and present case studies. It also seeks to organize webinars to bring together the security forces of T and PCCs, relevant and diverse civil society organizations and academic institutions, and UN Department of Peace Operations representatives. The aim is to foster an interregional sharing of challenges and responses to sexual harassment and abuse.
