In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 29-month project, Association for the Alberta Network of Immigrant Women (ANIW) will scale its Well-being Group (WBG) for Latino immigrant men to strengthen the GBV sector. It will scale it to men and women in additional ethnocultural communities, as well as to couples from these communities that have been identified as being of highest priority.

It will address the need for ethnoculturally appropriate and relevant promising and evidence-based primary violence prevention programs. To do so, the project will adapt WBG training materials for delivery to new population groups; engage, train, and support cultural peers to facilitate the project’s WBG group sessions; evaluate the applicability and impact of facilitator onboarding training; and form a Learning Collaborative which will share knowledge, build collective capacity, and support a developmental project evaluation process. ANIW will develop infographics, community reports, and social media content and host events and webinars to share information on the promising practice with others so that they may replicate it or expand upon it.

The project will partner with Alberta Men’s Network (AMN) and the University of Calgary (U of C) to leverage expertise and networks. AMN has extensive experience in engaging men for social change and will utilize their community networks and social media platforms to assist with project recruitment, knowledge dissemination, and public engagement. U of C will leverage their social transformation research expertise to oversee the design, implementation, and analysis of the scaled WBG program and its developmental evaluation.

Additional funding from the supplement will support activities in a new community.
