In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Autonomous Adaptive Design & Discovery of Novel High EntRopy Oxide Oxygen EvolutIon ReaCtion (HEROIC) Catalysts

The Project seeks to develop a combined high-throughput experimental and density functional theory workflow that is informed by artificial intelligence to discover novel high entropy oxide oxygen evolution reaction (OER) catalysts. Unique powder synthesis and characterization capabilities to systematically discover new earth abundant, high activity, acid stable catalysts comparable to the current state of the art will be developed. Computational tools will be used to systematically explore the stability and catalytic activity of compositionally diverse catalysts and elucidate the mechanism of high performing materials. The experimental and computational data will be combined into a common database along with the associated meta-data and descriptors, which will be used to train artificial intelligence models to guide subsequent exploration. Promising materials will be optimized and characterized in full electrolyzer stacks. All data and code generated through this program will be released publicly to benefit all Canadians.

Increasing the durability of oxygen evolution catalysts for green hydrogen and
for CO2 utilization: Accelerated Testing and Modeling of Electrocatalysts at
Industrially Relevant Conditions

Aiming to circumvent reliance on precious Ir-based OER catalysts used in
polymer electrolyte membrane water electrolyzers for green hydrogen
production, this Project will discover highly active and stable Ir-free acidic
OER electrocatalysts. Their reaction mechanism and degradation pattern
operating under industrially relevant conditions will be investigated. Different
parameters in catalysts preparation including annealing temperature, feeding
ratios, reaction time, and reaction approaches will be explored to study their
correlation with the electrocatalytic performance. Spectroscopic tools at
different dimension scales involving Raman, Fourier Transform Infrared
Spectrometer (FT-IR), X-ray absorption spectroscopy (XAS), and differential
electrochemical mass spectroscopy (DEMS) will be carried out to study the
lattice structure, coordination environment, valence state evolution and
overall mechanism of the catalysts during the electrolysis at working
conditions. The Project will also attempt to cross-validate density functional
theory (DFT) modelling with experimental results to explore the proposed
working/degradation mechanism and optimize the lattice structure and
exposed facets of the electrocatalysts.
