In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Giving Voice to Non-State Torture

Through this 17-month project, the London Abused Women’s Centre (LAWC) will scale Journey to Justice, a human trafficking survivor engagement model, and implement supports for survivors of Non-State Torture in seeking justice, and in adapting relevant training for staff and service providers to contribute to preventing and addressing human trafficking. It will address the need for increased support and recognize the specific needs of women who have experienced Non-State Torture (NST).
To do so, the project will 1) scale the survivor engagement in developing and implementing training for those who are survivors of NST through the creation of a Survivors Advisory Committee; 2) adapt the Journey to Justice guide to address the specific needs and perspectives of survivors of NST; 3) scale and offer supports to NST survivors of sex-trafficking, and/or those at risk, to seek justice, as defined by the survivors; 4) provide training to staff and service providers on specific supports for NST survivors of sex-trafficking and/or those at risk. An external evaluator will measure and assess the impact of the promising practice.
LAWC will share the adapted Journey to Justice guide on the LAWC webpage and social media accounts. LAWC will distribute the guide to regional networks of service providers within London and the neighbouring Middlesex, Elgin and Oxford Counties to share information on the promising practice with others so that they may replicate it or expand upon it.

It will address gaps in organizational infrastructure to support safety, accessibility, and long-term organizational sustainability. The project will include developing and expanding strategic partnerships that increase efficiency and effectiveness, creating and implementing financial development, knowledge mobilization and partnership plans, reviewing and improving internal processes, and building regular opportunities for learning and growth.

Mapping impacts of intersecting identities on GBV survivors’ experiences with the legal system

Through this 29-month project, The Provincial Association of Transition Houses and Services of Saskatchewan (PATHS) will conduct research that will help improve GBV services for at-risk groups. By using participatory feminist research methods, PATHS will map the impacts of intersecting barriers for survivors of GBV in their interactions with the legal system and provide recommendations for improvements. To do so, this project will employ qualitative and quantitative research methodology, including a survey, focus groups and one on one interviews with GBV survivors who have experienced the legal system. PATHS will produce knowledge products such as infographics and an in-depth report that will be shared widely throughout PATHS’ networks and to government policy makers. PATHS will also share research findings through a webinar and conference presentations. The results of this research project will be utilized to inform the work of PATHS member agencies, other GBV services, legal services, and PATHS’ advocacy efforts.

Understanding Gender-Based Violence for Rurally-Located Queer and Gender-Diverse Youth: Youth-Led Research To Improve GBV Services.

Through this 29-month project, TransCare+ will conduct research that will help improve GBV services for at-risk groups. It will address: the gaps in knowledge regarding the unique experiences and needs of rurally located queer and gender diverse (RLQGD) folks, in particular RLQGD youth; the need for community-generated public education, youth and family education, and service provider education while considering the intersectionality context such as dis∕ability, race, religion, Indigeneity, and socioeconomic status; the barriers faced by QGD folks who are disproportionately impacted by GBV, experience distinct forms of GBV, and often face additional barriers when reaching out for support related to GBV.
To do so, the project will include the following activities: A) Establish Project Governance, B) Conduct Comprehensive Baseline Data Collection, C) Establish Research Framework and Methodology, D) Engage RLQGD Youth, Secondary Survivors, and GBV Service Providers in Community-Based Research, E) Perform Creative Knowledge Translation and Mobilization, and F) Conduct Monitoring and Evaluation.
TransCare+ will: 1) Develop a public-facing executive summary of the project's plan for engaging in community-based research that includes the findings from the comprehensive baseline data collection, 2) Synthesize research findings into accessible graphics, visual fact sheets, and educational social media posts/videos for wider distribution, 3) Develop and deliver a youth-led recommendations-for-practice document that includes an analysis of research findings and action steps, 4) Create an e-learning module based on research findings for each of the groups: RLQGD youth/survivors, secondary survivors & GBV service providers, 5) Work with the youth community outreach and research facilitators to engage RLQGD youth in knowledge-sharing, and 6) Host a virtual knowledge-sharing symposium for rurally located GBV service providers, to share information on the research findings.

The project will include the creation of a media and communications strategic plan, the implementation and assessment of communications campaigns, and the creation of an advocacy strategy.

CANVAS Arts Action Programs’ Capacity Building Project to Increase Access to 2SLGBTQI+ Education

Through this 29-month project, Canvas Arts Action Programs will increase their capacity to meet the demand for 2SLGBTQI+ programming and, ultimately, deliver on their mission of advancing 2SLGBTQI+ inclusion in Ontario’s schools, summer camps, community settings, and workplaces. First, this project will address Canvas’ need for a new staffing model that accounts for the barriers faced by early-career 2SLGBTQI+ youth and works towards higher 2SLGBTQI+ staff retention levels through establishing a workplace mentorship program. Second, this project will address Canvas’ need for diversified and ongoing funding through the hiring of a development coordinator and the development of a sustainable fundraising strategy. Activities will be evaluated throughout the duration of the project.

It will address the needs of 2SLGBTQI+ older adults and community members through the engagement and support of community volunteers, and will build organizational capacity within DSS. The project will include the development of HR policies and procedures, undertaking a DSS website restructure and communications strategy, and the creation of a funding and finance strategy.
Supplemental funds will be used to support the organization to obtain charitable status and to moderate DSS social media platforms.

The Empowered Caregivers Project: A Survivor-Led Call for Accountability, Consistency and Excellence Within all Facets of Anti-Human Trafficking Community Care

Through this 29-month project, Restorations Second Stage Homes will highlight the expertise of Survivor Staff to develop a toolkit designed to empower all caregivers — professional and personal — in their support of survivors of human trafficking and exploitation, to strengthen the GBV sector. It will address the need for a survivor-informed, comprehensive resource that will enhance the capacity of caregivers across Canada. To do so, the project will include developing, piloting, and launching The Empowered Caregivers Individualized Exploitation Preparedness Plan (ECIEPP) toolkit to empower caregivers in the identification, prevention, and intervention of human trafficking with particular attention to youth. An external evaluator will assess the impact of this promising practice. Restorations Second Stages Homes will share information on the promising practice with the GBV Knowledge Centre and with relevant organizations across Canada so that they may replicate it or expand upon it.
The supplemental funding will be used to: host a conference for approximately 176 attendees to amplify the Empowering Caregivers toolkit and promote activities that the toolkit addresses (e.g. the importance of collaboration, amplifying survivors’ voices, etc.). An evaluation component has been integrated into this activity.

It will address the need for community relationships among 2SLGBTQI+ organizations and individuals, and ensure the future viability of The Pride in Art Society through improved financial planning and development. The project will include developing a Fundraising and Partnerships plan, improving financial planning structures, improving grant writing and development capacity, as well as developing a capacity-building network of local 2SLGBTQI+ organizations.

Community Conversation and Strategic Plan

Through this 29-month project, Outloud Foundation for LGBTQ+ Community Supports and Services will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will address increasing awareness of the 2SLGBTQIAP+ community in St. Albert.
This will be achieved by creating a Community Advisory Committee and by consulting with members of the 2SLGBTQIAP+ community in St. Albert, Edmonton, and surrounding areas on the development of strategic planning and a sustainable fundraising plan. Project results and evaluation will be shared with community members to ensure ongoing accountability.
This project will engage Eleven Eleven Consulting to guide the development of their strategic plan, and with Hello Public Design to design and develop the website and media graphics for the organization.
