About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Prevention, Mitigation and Resolution of Armed Conflict Through Dialogue

This project aims to improve peace and stability in areas where the Centre for Humanitarian Dialogue (HD) provides mediation, facilitation and dialogue between government authorities and armed groups. The project works to enable HD to fill a gap in the international field of conflict mediation by engaging with actors on issues that are difficult to reach, through traditional state diplomacy tools, or that fall outside of UN-mandated mediation processes. The project also aims to support the enhanced, meaningful participation of women in peace negotiations, and create inroads for women’s networks and organizations to have an active role in bringing peace to their regions.

Community-Based protection and effective civil-military engagement in Ukraine

This project aims to reduce harm to civilians in conflict-affected areas in Ukraine through strengthened community preparedness to immediate and future threats resulting from military operations. Project activities include: (1) identifying and addressing civilian protection needs in conflict-affected communities; (2) support to localized initiatives to create or improve robust protection mechanisms; (3) capacity-building and knowledge-sharing of civilian protection strategies and tools for communities and protection actors; (4) delivery of training to improve protection of civilians through cooperation and coordination between civilians and security and defence actors; and, (5) analysis and policy development support to track, mitigate and respond to civilian harm.

Community Policing in Liberated Areas of Iraq

This project aims to increase the capacity of local police and civil society to work together to address security issues in Ninewah and Anbar, Iraq through the use of community policing practices. Police forces are currently supporting other Iraqi Security Forces in their fight against Daesh; however as the latter loses ground there is a need for local police forces to provide security as a service to the populace in areas liberated from Daesh. Project activities include: (1) training local police and civil society on community policing; (2) establishing community police forums; (3) rehabilitating police stations; and (4) assessing the security needs of local women and youth in targeted areas.

Supporting and Reinforcing the Establishment of the Haitian National Border Police

This project aims to strengthen the Haitian Border Police’s capacity to enforce security, to recognize the specific rights and needs of migrants and to equip the Haitian Border Police with dormitories, offices and equipment tailored to the needs of the border police officers.
Project activities include: (1) sensitising Haitian Border Police on key border management and protection issues which can enhance their understanding of migrants’ rights and international standards; (2) equiping the Haitian Border Police with dormitories and offices to reinforce its capacity; (3) purchasing logistics material (transportation, communication, furniture and supplies for the new facilities; and (4) providing specialized equipment for the Haitian Border Police to allow the newly deployed officers to effectively perform border control functions.
