In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

1-500 yr Flood Mapping - North SK River, Prince Albert SK

The general scope of this project is to complete a river hydraulics model to update the flood mapping for the City of Prince Albert. State of the art modeling and mapping techniques will be required to complete the study with a three phased approach being implemented: Phase 1-Data Acquisition and Review: - Review previous hydraulics and flood mapping reports and establish model domain area in order to identify data gaps to complete the modeling. - Conduct a hydrographic river survey to measure bathymetry profiles of the North Saskatchewan River and the Spruce River within the study area; and - Summarize available data regarding infrastructure (i.e. culverts, bridges, outfalls, storm water connectivity, etc.) Phase 2 - River Hydraulics Modeling: - Complete a statistical analysis of historical stream-flow data to estimate design flows for the 100-yr and 500-yr return periods for the North SK River and Spruce River. - Create geometric data for the hydraulic model of the study reach by including LiDAR and bathymetric data for the North SK River and Spruce River and set-up model parameters. - Calibrate-validate the model with observed/historic flood data and conduct a sensitivity analysis of critical parameters within the process Phase 3 - Flood Hazard Analysis and Reporting - Evaluate the two design flood events by using the hydraulics model and estimate water levels and velocity profiles of flood waters. - Apply and calibrate model for the design floods. - Identify the two flood hazard zones (floodway and flood fringe) and develop GIS based flood maps. - Identify possible mitigation measures to minimize the impact of design flood.
