In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Queenston Heights Trails Replacement Stair Design
From the top of the Niagara Escarpment within Queenston Heights Park, there are eight sets of wooden staircases which provides critical links from Queenston Heights Park to the various trail systems, iconic viewpoints, War of 1812 cultural heritage sites (Mackenzie Printery and Laura Secord Homestead) and to the Village of Queenston. The primary goal of this project is to hire a professional engineer to develop a stair replacement strategy for these eight sets of stairs including removal of the existing structures, design new staircases, provide costing estimates for wood, metal and/or hybrid options a site remediation plan.

Taking the Scenic Route: A Plan to Encourage Active Transportation by Improving Links
Our goal is to expand the bike lines on our private property to allow for a seamless transition between the city's trails and our own. Active Transportation Hubs: at both aforementioned campuses, we hope to build "Active Transportation Hubs" that will encourage non-motorized usage by offering the following: secure storage, water stations, air stations, and benches. In doing so, we hope that users will be encouraged to utilize their bicycles, rollerblades, and skis, knowing that they will have a place to keep their belongings, fill up water bottles or take a rest while getting from one destination to the next.
