About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Cervical cancer screening

This project aims to improve women’s health by increasing the uptake of cervical cancer screening in Paramaribo, Suriname. The project achieves this by addressing the misconceptions that prevent women from undergoing regular screening, and by providing cervical cancer screening in underserved areas. Project activities include: (1) coordinating focus groups to identify barriers that prevent Surinamese women from accessing available cervical cancer prevention services; (2) developing a health promotion campaign to increase awareness and acceptability of cervical cancer prevention; and (3) organizing cervical cancer screening clinics.
This project is part of the Local Engagement and Action Fund (LEAF) that supports civil society and local organizations across the Caribbean to implement initiatives that respond to local needs and advance the aims and strategic objectives of Canada’s Caribbean Regional Development Program.

September 2023 – On September 10, 2023, Tropical Storm Daniel violently struck the eastern coast of Libya, affecting cities such as Al Marj, Benghazi, and Derna. The heavy rainfalls, flooding, and strong winds resulted in the loss of thousands of lives and over 40,000 people displaced. The extensive damage to homes and critical infrastructure exacerbates existing regional needs.
With GAC’s support, the Canadian Red Cross Society (CRCS) dispatches solicited emergency relief supplies to support relief operations in Libya. These supplies include blankets, hygiene kits, and kitchen sets to meet the basic needs of the most vulnerable people impacted by the crisis in Libya.
