In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The CIHR Research Initiative on Health and Official Languages in Minority Communities supports research which enhances the vitality of the English and French linguistic minority communities in Canada, supports and assist their development, and fosters full recognition and use of both English and French in Canadian society. Funding will be provided for applications that are determined to be relevant to the scope of this initiative and the following research areas:
• Determinants of health, including sex and gender;
• Health service governance, management and delivery;
• Language, culture and health - understanding of the effects of the minority linguistic and cultural experience on identity development and health;
• Relationships between access to health services in one’s language of choice and quality of care;
• Access to care;
• Impacts of access to care for mental health.

o As a lifecycle-based Institute, IHDCYH has a broad mandate that covers defined time periods and a wide range of issues pertaining to human development: pre-conception; fertilization; embryonic and fetal development; the health of the mother and father; and the health and development of infants, children, and youth.
• Bridge funding can be used at the NPA’s discretion to catalyze work on their proposed project in the manner they feel best moves forward their research program, for example, collection of pilot data, demonstration of feasibility, or work to address peer review comments.

Project Grant - Priority Announcement: Patient-Oriented Research

• Canada’s Strategy for Patient-Oriented Research (SPOR) is a national coalition of federal, provincial and territorial partners (patients and informal caregivers, provincial health authorities, health centres, charities, philanthropic organizations, private sector, etc.) dedicated to the integration of research into care. Its vision is that by 2025, Canada will have demonstrably improved health outcomes and enhanced the health care experience for patients through the integration of evidence at all levels of the health care system.
• As outlined in the SPOR Patient Engagement Framework, patient-oriented research refers to a continuum of research that engages patients as partners, focusses on patient-identified priorities and improves patient outcomes. This research, conducted by multidisciplinary teams in partnership with relevant stakeholders, aims to apply the knowledge generated to improve healthcare systems and practices.
• As a partner in SPOR, CIHR will provide bridge funding for applications that are aligned with the SPOR vision, the SPOR Patient Engagement Framework and the SPOR Capacity Development Framework.

PG - PA: The Science of HSPR: Methods, Theories, Approaches & Frameworks

• The CIHR Institute of Health Services and Policy Research (CIHR-IHSPR) has a mandate to support innovative research, capacity-building and knowledge translation initiatives designed to improve the way health care services are organized, regulated, managed, financed, paid for, used and delivered, in the interest of improving the health and quality of life of all Canadians. As part of its 2021-2026 strategic plan, CIHR-IHSPR is committed to supporting advancements in the science of health services and policy research (HSPR) including theoretical, methodological and conceptual innovations that advance research excellence and impact in the field of HSPR.
• Guided by interdisciplinary approaches to HSPR, researchers use a range of novel theories, frameworks, methods and tools to understand, observe and/or measure phenomena related to health service interventions and policies (e.g., methods to integrate an intersectional lens in equity-focused HSPR, advancing embedded research roles and activities, evidence synthesis and support for decision-making, improving theoretical understanding of how policy interventions adapt to varying contexts and population needs, equity-focused priority setting and resource allocation, strengthening methodological approaches to analyzing and reporting data to inform decision-making, advancing Learning Health Systems and rapid research approaches, and more), and to enhance the impact of HSPR on policy and practice.
• The objective of this Priority Announcement is to support research that aims to advance the theories, methods, approaches, conceptual frameworks, and/or tools that underpin the science of HSPR and that advance research excellence and impact in the field. Specifically, this Priority Announcement will support research in one or more of the following domains:
o Domain 1: Develop and/or enhance theoretical and/or conceptual frameworks in HSPR.
o Domain 2: Develop and/or enhance methods and approaches to the conduct of HSPR (e.g., qualitative, quantitative, mixed methods, co-design, rapid response, embedded research, etc.).
o Domain 3: Develop and/or assess valid and reliable measurement tools for use within HSPR
o Domain 4: Develop and/or enhance theories, concepts, frameworks, pathways, and/or indicators for HSPR excellence and impact, where excellence and impact extend beyond academic impact.
