In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Organizational capacity will be enhanced through the following activities: strategic and succession planning; partnership development, collaboration and networking; development of an advocacy strategy; implementation of result based management; organizational financial health; and sustainability plan.

P006688001: The project seeks to find evidence based solutions to problems of political, economic and social exclusion, to understand their links to conflict, and unblock political obstacles that are implementing these solutions. This project also aims to help institutions and countries meet the vision of the 2030 Agenda for Sustainable Development by working closely with countries emerging from conflict and/or facing conflict risk, by seeking new government commitments.
This project has two phases, the first phase consists of the following activities:
(1) framework of policy solutions: developing a challenge paper that outlines priority areas of policy and programming engagement to address inequality and exclusion, based on the results of country-specific research and analysis developed under other project activities;
(2) hosting a political-level retreat to discuss and consult on the challenge paper and plan for high-level events and an engagement strategy under phase II; and
(3) policy brief and event on gender equality: completing a policy brief showing the evidence that investing in gender equality contributes to reducing overall inequality. This brief is the basis for a side-event at an upcoming meeting of the Commission on the Status of Women.
