In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This grant represents Canada’s institutional support to Girls Not Brides. Girls Not Brides uses these funds and other donors’ funding to achieve its mandate of ending child, early and forced marriage.

Girls Not Brides is a global partnership of 1,600 civil society organizations in 100 countries. They have members in Africa, Asia, the Middle East, Europe and the Americas. They are united by a commitment to end child marriage and enable girls to reach their full potential. Project activities include: (1) raising awareness of the harmful impact of child marriage by encouraging open, inclusive and informed discussion at the community, local, national and international level; (2) facilitating learning and coordination among organizations working to end child marriage; and (3) and, mobilizing all necessary policy, financial and other support to end child marriage.

Canada’s support to Girls Not Brides contributes to sustaining a global movement to end child marriage, and to ensure that the movement leads to tangible change for the girls at risk or affected by this harmful practice.

This project supports the United Nations Population Fund and United Nations International Children’s Emergency Fund Global Programme to End Child Marriage, a multi-donor joint United Nations program. It aims to eliminate child marriage in 12 countries in Africa and South Asia where the rates of child marriage are among the highest: Bangladesh, Burkina Faso, Ethiopia, Ghana, India, Mozambique, Nepal, Niger, Sierra Leone, Uganda, Yemen and Zambia. The project focuses on enabling girls at risk of child marriage to choose and direct their futures, through activities aimed at bringing about change in the empowerment of girls, with the ultimate aim to prevent child marriage and support already married girls. Project activities include: (1) building the skills and knowledge of girls at risk of child marriage and married girls; (2) supporting girls to enrol and remain in formal and non-formal education; (3) engaging in dialogue with families, communities and leaders to protect girls from child marriage and uphold their rights; and (4) working with health and protection systems to implement guidelines, protocols and standards for girl-friendly health and protection services.
